PCN are used to streamline the process of penalising minor offenders, without the expense and complication of legal proceedings.
Any offence that has a standard penalty charge, is not an offence that you can be prosecuted for. A penalty charge is not the same thing as an enforceable fine. That being said, you can't just ignore a PCN. You will need to either appeal against it or pay it.
Cardiff council issues Penalty Charge Notices (PCN) for a number of reasons. However, the most common reasons why you might either find one attached to your vehicle or be sent one by post, are for minor traffic rule infractions and parking offences.
If you are issued with a PCN, what do you need to do with it? Can you ignore it, or do you have to pay it? Or is there some way to make an appeal against the PCN?
You can't pay a penalty charge notice in instalments. There are three ways to pay a Cardiff council penalty charge notice. You can pay online, as long as you know the PCN number and have a credit or debit card. There is also a payment hotline that is open 7 days a week, around the clock. You can call 029 2044 5900 and give the PCN number, and then pay using a payment card. Lastly, you can make out a cheque or postal order to Cardiff Council, write the PCN number on the back, and then post it to the following address:

Harland & Wolff was formed in 1861 by Edward James Harland (1831?95) and Hamburg-born Gustav Wilhelm Wolff (1834?1913) who came to the UK aged 14. In 1858 Harland, then general manager, bought the small shipyard on Queen's Island from his employer Robert Hickson.
After buying Hickson's shipyard, Harland made his assistant Wolff a partner in the company. Wolff was the nephew of Gustav Schwabe, Hamburg, who was heavily invested in the Bibby Line, and the first three ships that the newly incorporated shipyard built were for that line. Harland made a success of the business through several innovations, notably replacing the wooden upper decks with iron ones which increased the strength of the ships

Today, the company is focused on supporting five sectors: Defence, Energy, Cruise & Ferry, Renewables and Commercial. It offers services including technical services, fabrication & construction, repair & maintenance, in-service support, conversion and decommissioning.
In 2022, the company was awarded a major naval contract as part of Team Resolute (alongside Navantia UK and BMT), to deliver the Royal Fleet Auxiliarys' three new Fleet Solid Support vessels.
Harland & Wolff was formed in 1861 by Edward James Harland (1831?95) and Hamburg-born Gustav Wilhelm Wolff (1834?1913) who came to the UK aged 14. In 1858 Harland, then general manager, bought the small shipyard on Queen's Island from his employer Robert Hickson.
After buying Hickson's shipyard, Harland made his assistant Wolff a partner in the company. Wolff was the nephew of Gustav Schwabe, Hamburg, who was heavily invested in the Bibby Line, and the first three ships that the newly incorporated shipyard built were for that line. Harland made a success of the business through several innovations, notably replacing the wooden upper decks with iron ones which increased the strength of the ships
and giving the hulls a flatter bottom and squarer cross section

Part of Zone 1, the stop is one of the most used on the Metrolink network.

Greater Manchester and West Yorkshire Passenger Transport Executives cancelled contracts on several services because of poor performance. On 24 November 1988, the Yelloway was placed under the control of Crosville Motor Services, which had just been purchased by ATL Holdings, along with the remaining contract work and the name disappeared

Tempelhof was designated as an airport by the Reich Ministry of Transport on 8 October 1923. The old terminal was originally constructed in 1927. In anticipation of increasing air traffic, the Nazi government began an enormous reconstruction in the mid-1930s. While it was occasionally cited as the world's oldest operating commercial airport, the title was disputed by several other airports, and is no longer an issue since its closure.
Tempelhof was one of Europe's three iconic pre-World War II airports, the others being London's now defunct Croydon Airport and the old Paris?Le Bourget Airport. It acquired a further iconic status as the centre of the Berlin Airlift of 1948?49. One of the airport's most distinctive features is its huge, canopy-style roof extending over the apron, able to accommodate most contemporary airliners in the 1950s, 1960s and early 1970s, protecting passengers from the elements. Tempelhof Airport's main building was once among the twenty largest buildings on earth, but it also formerly contained the world's smallest duty-free shop.
Tempelhof Airport closed all operations on 30 October 2008, despite the efforts of some protesters to prevent the closure. A non-binding referendum was held on 27 April 2008 against the impending closure but failed due to low voter turnout. The former airfield has subsequently been used as a recreational space known as Tempelhofer Feld. In September 2015, it was announced that Tempelhof would also become an emergency refugee camp.

The multi part thesis submitted claims these routes as an autonomous, artist initiated project, connecting with the public at a dynamic intersection of ideas, context, performance and art-practice.
Sinclair's Real Life Project is set in a critical framework of contested paradigms of Everyday Life and The Real and acknowledges the influence of key critical thinkers over the quarter century of its development from Barthes, Baudrillard and De Certeau, through Bourriaud, Bishop and Kester and more recently in Harman, Mark Fisher and Paul O'Neill amongst many others. The project has been punctuated by the exploration of individual and collective relationships with Real Life particularly viewed through contemporary paradigms constructing society such as: Democracy, Utopia, Justice, Capitalism, Geography and History, the Church, the Bank, the State, while in parallel addressing the role of the tattooed artist himself.

The Campaign to Protect Rural England (CPRE) has revealed a significant increase in houses planned for the Green Belt, and yet most of these houses will be unaffordable to those who need them.
Based on local and city-regional planning policies and new data from planning consultants Glenigan, CPRE's annual Green Belt Under Siege report shows that more than 70% of houses proposed for development are not expected to be ?affordable'. These large stone and steel constructions were designed to protect neighbourhoods from sporadic attacks and retain a sense of peace and protection.
Of the city's 17 walls, West Belfast's sections are the most visited. Once in the area it's easy to determine which side of the divide you're on: red, white and blue kerbstones, Loyalist murals and Union Jacks indicate you're on the Shankill. If the kerbs are green, white and gold, the flag is Irish and the murals are Republican, you're on the Falls.
You can cross from one side to the other via access roads at Lanark Way and Northumberland Street. These roads close in times of heightened tension, which may well be the case during the marching season (see The Twelfth).

The red dress effect is the phenomena at which females wearing red clothing are perceived to be more sexually appealing than when wearing other colours.
Naturally, when many non-human primate females become fertile, their estrogen level rises, which causes their blood vessels to open up, leading to redness on the skin, especially near the face, chest and genitalia regions. This increased in redness has been shown to attract male counterparts, shown by their increased activity in sex, self-stimulation and attention towards the females. Therefore, there are reasons to believe of the existence of evolutionary instincts that associates red with fertility.
Many folklores, mythology and literature symbols associate red with fertility, and woman are thought to have worn the equivalent of a red lipstick as early as 10,000 B.C. and so sexual receptiveness and red may be a result of social conditioning. However, this social conditioning may have originated from biology and evolution, and is simply an extension of our primal instincts.

The first architect was Sir Thomas Drew, the foundation stone being laid on 6 September 1899 by the Countess of Shaftesbury. The old parish church of St Anne by Francis Hiorne of 1776 had continued in use, up until 31 December 1903, while the new cathedral was constructed around it
the old church was then demolished. The Good Samaritan window, to be seen in the sanctuary, is the only feature of the old church to be retained in the cathedral. Initially, only the nave of the cathedral was built, and this was consecrated on 2 June 1904.
In 1924 it was decided to build the west front of the cathedral as a memorial to the Ulstermen and women who had served and died in World War I. The foundation stone for this was laid by Governor of Northern Ireland, the Duke of Abercorn on 2 June 1925 and the completed facade, to an amended design by the architect Sir Charles Archibald Nicholson, was dedicated in June 1927.
In the meantime, the central crossing, in which the choir sits, was built between 1922 and 1924. The Baptistery, to plans drawn up by the late W H Lynn, who had assisted Sir Thomas Drew, was dedicated in 1928, and the Chapel of the Holy Spirit, with its beautiful mosaics depicting Saint Patrick, was dedicated on 5 July 1932, the 1500th anniversary of the arrival of St Patrick in Ireland.

It was built in the Gothic Revival architectural style fashionable during much of the nineteenth century, and is one of only three cathedrals in the United Kingdom with three spires.
The See (or Diocese) of Truro was established in 1876, and the first bishop, Edward White Benson, was consecrated in 1877. Truro was the first cathedral to be built on a new site in England since Salisbury Cathedral in 1220.

Construction began in 1880 on the site of the sixteenth century parish church of St Mary the Virgin to a design by the leading Gothic Revival architect John Loughborough Pearson. St Mary's, a building in the Perpendicular style with a spire 128 feet tall was demolished in October 1880, leaving only the early sixteenth-century south aisle, which was retained to serve as the parish church. From 1880 until 1887 a temporary wooden cathedral was built on an adjacent site. This accommodated fewer than 400 people and was extremely hot in summer and cold in winter. It was in this building that the Bishop introduced the new evening service of Nine Lessons and Carols on Christmas Eve, 1880.
Pearson's design combines the Early English style with certain French characteristics, chiefly spires and rose windows. Truro's resemblance to Lincoln Cathedral is not coincidental: Pearson had been appointed as Lincoln's Cathedral architect and the first Bishop of Truro, Edward Benson, had previously been Canon Chancellor at Lincoln. The central tower and spire stands 250 feet (76 m) tall, while the western towers reach to 200 feet (61 m). Four kinds of stone were used: Mabe granite for the exterior, and St Stephen's granite for the interior, with dressings and shafts of Bath and Polyphant stone. The spires and turret roofs are of stone, except for a copper spire over the bell tower

Its got to be the mascot up at Cheshire's top hand car wash Garnett. They are a really friendly team down there and do a cracking job. I can recommend them.
Look out for the mascot which will be around town from now and into the summer to promote the business that covers cars, valets, drives and conservatories from their base at Old Warrington road, Northwich and out at Tatton adjacent to the Little Chef on the A556. They also clean Fascias, Caravans and even done the odd Tractor believe it or not. Handy as they are insured with NFU (originally the farmers mutual).
Back in December, the local council, Cheshire West and Chester Council (CWAC), took offence at the companies distinctive green and yellow A-Boards. I am unsure if it was the colour or size that was the nature of the complaint. If it was that they were prominent, isn't that the point? I have still noticed plenty of A-Boards around town. To be consistant shouldn't they all be banned?
Shirley Wingfield, a spokesman for CWAC, was reported in the Northwich Guardian as saying \u201cWe do not regard what Mr Garnett was advertising on as A-boards, we regard it as fly posting. \u201cWe act when incidents are reported to us and people are asked not to do it again. If they persist they are issued with a fixed penalty notice.\u201d
Personally I thought I thought I had a good idea what a fly posting was, but maybe not!

Almost the first thing that we read in the bibles old Testament (Gen.ch.1v.2) is that in the beginning 'The earth was without form and void, and darkness was on the face of the deep.' The very first action of God in creation was to say, ''Let there be light'
and there was light and God saw that the light was good.' (v3). Candles in churches are meant to represent that eternal light. Think on that when you admire those warm yellow tones.

The area has battle form.
On 14 March 1655 Sir John Penruddock was captured after a three-hour street fight in South Molton by soldiers of the New Model Army under the command of Captain Unton Crook. With his capture the Penruddock uprising came to an end and so did the 1655 plans of the Sealed Knot to restore King Charles II to the throne of England.
It is a small, well built market town trading mostly in sheep and cattle. Situated on the southern side of Exmoor just off the North Devon link road.

Description: Tony Smith image Alamy 2A4PJJP - Ross Sinclair is an artist, writer and musician who is Professor of Contemporary Art Practice within the School of Fine Art at The Glasgow School of Art. He is best known for his ?Real Life' research project initiated when he had the words REAL LIFE tattooed in black ink across his back, at Terry's Tattoo parlour in Glasgow, 1994.
Sinclair completed a PhD by Published Work in 2016 where he interrogated and articulated the innovative nature of the Real Life project, unusual in its scale and duration, defining the contribution to contemporary art practice across the fields of sculpture, painting, performance, installation, critical writing and music. Drawing on these multi-disciplinary methodologies Sinclair maps out the forms, materials and processes activated over almost 25 Years of Real Life Projects, that often combine unusual and unorthodox approaches challenging conventional modes of exhibition practice, enabling new means of engagement with the viewer. The multi part thesis submitted claims these routes as an autonomous, artist initiated project, connecting with the public at a dynamic intersection of ideas, context, performance and art-practice.
Sinclair's Real Life Project is set in a critical framework of contested paradigms of Everyday Life and The Real and acknowledges the influence of key critical thinkers over the quarter century of its development from Barthes, Baudrillard and De Certeau, through Bourriaud, Bishop and Kester and more recently in Harman, Mark Fisher and Paul O'Neill amongst many others. The project has been punctuated by the exploration of individual and collective relationships with Real Life particularly viewed through contemporary paradigms constructing society such as: Democracy, Utopia, Justice, Capitalism, Geography and History, the Church, the Bank, the State, while in parallel addressing the role of the tattooed artist himself.

Description: Tony Smith image Alamy RPGEK5 - Anthony Howard Wilson (20 February 1950 ? 10 August 2007) was a British record label owner, radio and television presenter, nightclub manager, impresario and journalist for Granada Television and the BBC.
Wilson was the man behind some of Manchester's most successful bands. He was one of the five co-founders of Factory Records and the founder and manager of the Ha??ienda nightclub. Wilson was known as Mr Manchester, dubbed as such for his work in promoting the culture of Manchester throughout his career.
He was portrayed by Steve Coogan in Michael Winterbottom's 2002 film 24 Hour Party People, and by Craig Parkinson in Anton Corbijn's 2007 film Control.
Depending in what he was working on, he would switch between alternate versions of his name. For example, when he was being a serious formal and respectable persona, such as certain tv presenting appearances, he would use Anthony H Wilson, or for example when reporting for Granada Reports he was referred to as Anthony Wilson, otherwise he would go by Tony Wilson most commonly while on Factory Records business, all alternate versions being legitimate variants of his full name.
In early 2007 emergency surgery was performed to remove one of his kidneys. This forced the postponement of plans to create a Southern Hemisphere version of the In the City festival. Despite the surgery, cancer progressed and a course of chemotherapy was not effective. Wilson died of a heart attack in Manchester's Christie Hospital on 10 August 2007 aged 57. Following the news of his death, the Union Flag on Manchester Town Hall was lowered to half mast as a mark of respect.
The main square of the HOME/First Street development in Manchester, which opened in 2015, is named Tony Wilson Place.
