Once, it seemed like a good idea to live in the Pennines and commute by train. Susannah Simmons, a violinist at Opera North, moved to Marsden for quick and easy access to her work in Leeds and Manchester. The service was far from perfect but satisfactory, she says. But for at least the past year nearly all trains I would have used have been cancelled or delayed, forcing me to drive everywhere.
Like countless others, her life has been upended by ripped-up schedules and woeful performance of TransPennine Express.
Ministers are expected to announce this week whether the operator will be replaced or awarded a fresh deal potentially for up to eight years.
Expectations are that TPE, owned by London-listed First Group the only remaining British transport firm operating passenger trains on the UK's privatised railway - will be given another chance to turn operations around, with a short extension of six to 12 months when its contract expires on 28 May.
But train failures are a potent political issue in the north. The announcement was withheld until after the local elections and the results of last week's vote and the potential for further backlash in red wall seats have given ministers further pause before renewing First's contract, according to a source close to the process.
MPs and mayors across the north have urged the government to get a grip after the operator's abysmal record of delayed, disrupted and cancelled services whose true extent was only officially confirmed after the regulator warned firms against concealing last-minute schedule changes.

Services are operated by Avanti West Coast, Merseyrail, Northern and Transport for Wales. From 1875 to 1969 the station was known as Chester General to distinguish it from Chester Northgate. The station's Italianate frontage was designed by the architect Francis Thompson.
Work on a £10 million regeneration scheme, the Chester Renaissance programme was completed in 2007. Starting in 2005, the station was restored in the Chester Renaissance Project. Improvements made by Network Rail included groundworks around the east end frontage and repairs to the façade's east and west wings, renewal of the roof's glazing, enhancements to the train shed and other general improvements. Improved local traffic management and access to the station was achieved by alterations to Station Square which were completed in December 2007. Architectural lighting was installed in strategic areas and a new concourse was opened by Arriva Trains Wales in October 2008. Between 2009 and 2010, improvements included a second staircase to access the island platform, structural repairs to platforms, restoration of the overbridge and work to enhance the station's frontage.
The station is recorded in the National Heritage List for England as a Grade II* listed building. It is one of 22 Grade I or II* listed railway stations in England

It operates passenger trains on the West Midlands franchise between London and the English Midlands under two trade names: West Midlands Railway (within the West Midlands region) and London Northwestern Railway (LNR) (outside the West Midlands region).
It is owned by a consortium of three companies: Abellio, JR East and Mitsui Group.
In April 2016, the Department for Transport (DfT) announced the shortlist of bidders for the West Midlands franchise, comprising the incumbent operator Govia, MTR Corporation, and West Midlands Trains: a consortium of Abellio (70%), JR East (15%) and Mitsui (15%). In July 2016, MTR Corporation withdrew from the bidding process.
The invitation to tender was issued in August 2016. In August 2017, the West Midlands Trains consortium was awarded the franchise. It took over from London Midland on 10 December 2017. The franchise is scheduled to run until March 2026
Unlike the previous London Midland franchise, which was solely accountable to the DfT, West Midlands will also be accountable for services that operate wholly within the West Midlands region to West Midlands Rail Executive, a group of 16 local authorities. However, the DfT will still need to approve any changes West Midlands Rail wish to make until the franchise is relet, by which time West Midlands Rail will award the future franchise for services wholly within the West Midlands region.

It operated from 1 January 1923 until nationalisation on 1 January 1948. A third line of the Merseyrail network, the City Line, is not operated by the Merseyrail train operating company, though it also receives funding from Merseytravel, the passenger transport executive for Merseyside.
The Wirral line connects Liverpool to the Wirral Peninsula via the Mersey Railway Tunnel, with branches to New Brighton, West Kirby, Chester and Ellesmere Port. Beneath Liverpool, the line follows a clockwise circular route in a single-track tunnel called the Loop, built in the early 1970s.
The line was created by the amalgamation of several historic railways, and has carried its present name since the opening of the Merseyrail network by Queen Elizabeth II on 25 October 1978 during the British Rail period. The Wirral line is fully electrified with a DC third rail, and has existed in its current form since May 1994 with the start of electric services to Ellesmere Port. It is on the West Coast Main Line, 102 miles (164 km) south east of Glasgow Central, and 299 miles (481 km) north north west of London Euston. It is the northern terminus of the Settle and Carlisle Line, a continuation of the Midland Main Line from Leeds, Sheffield and London St Pancras.
In September 1847, the first services departed the station, even though construction was not completed until the following year. It was built in a neo-Tudor style to the designs of English architect William Tite. Carlisle Station was one of a number of stations in the city, the others were Crown Street and London Road, but it was the dominant station by 1851. The other stations had their passenger services redirected to it and were closed. Between 1875 and 1876, the station was expanded to accommodate the lines of the Midland Railway which was the seventh railway company to use it.
The Beeching cuts of the 1960s affected Carlisle, particularly the closure of the former North British Railway lines to Silloth, on 7 September 1964, and the Waverley Line to Edinburgh via Galashiels on 6 January 1969. The closure programme claimed neighbouring lines, including the Castle Douglas and Dumfries Railway and Portpatrick Railway (the Port Road) in 1965, resulting in a significant mileage increase via the Glasgow South Western Line & Ayr to reach Stranraer Harbour, and ferries to Northern Ireland. The station layout has undergone few changes other than the singling of the ex-NER Tyne Valley route to London Road Junction in the 197273 re-signalling scheme, which was associated with the electrification of the West Coast Main Line (WCML). Renovations to the platforms and glass roof were performed between 2015 and 2018.

Description: Tony Smith image Alamy MM99TA - In 2002, Virgin Trains in the UK began operating custom-designed Pendolino trains known as the Class 390 on its West Coast Main Line (WCML) franchise. The 53 9-car trains were constructed by Alstom and are leased by Virgin Trains from Angel Trains.
Owing to the failure of the WCML upgrade to provide in-cab signalling, these units are limited in service to 125 mph (200 km/h) operation rather than their 140 mph (225 km/h) design speed. In 2006, Virgin Trains announced that, over the following three years, they would be examining the possibility of running the trains at 135 mph (215 km/h) through the Trent Valley as part of their new WCML Franchise Proposal.
An Alstom Class 390 Pendolino in Birmingham
The Class 390 Pendolino were maintained by Alstom (West Coast Traincare) under contract to Virgin Trains until 2012. The main maintenance locations are Wembley, Midlands (Oxley, Wolverhampton), Manchester (Longsight) and Glasgow (Polmadie), as well as Liverpool (for minor work only) and several Traincare Points along the line of route (such as Euston and Carlisle). Headquarters for West Coast Traincare moved from the former Metro-Cammell factory at Washwood Heath in Birmingham upon its closure in November 2005 to Manchester Longsight depot with some functions being based at a new office facility at Oxley depot.
In 2008 DfT announced that 31 of the existing 9-car sets would be lengthened to 11 cars to increase capacity. Four new 11-car sets were also to be built. Angel Trains ordered the vehicles from Alstom in September 2008. Virgin Rail Projects has been selected to introduce the new trains. The longer units would require major infrastructure changes to allow stations and depots to accommodate the 11-car units.

These replaced the National Rail Conditions of Carriage (NRCoC) as of October 1st 2016.
When a train ticket is purchased, a contract is established. The NRCoT are the principal terms of that contract between traveller and train operating company (TOC), which have been established by the Rail Settlement Plan, which is part of the Association of Train Operating Companies. The document is available for public viewing at the National Rail website, and also as a free PDF download.
Additional terms do apply to travellers, primarily from two sources:
For certain ticket types (such as those purchased at discount in advance), the TOCs concerned apply additional terms and conditions on top of the NRCoT.
The NRCoT cover the entitlement and restrictions of travellers, however they are not the only document to do so. Under the Transport Act 2000 (section 219), the Railway Bylaws also apply, though more generally.
Whilst the NRCoT are referred to on all train tickets, at stations, and on internet sites selling tickets for rail travel, very few travellers ever bother to read the document, unless they find themselves in dispute with a rail company on some matter. They are, however, of use to the consumer, because they afford considerable rights to the traveller with regards ticket validity. This has become a matter of significant public interest recently, in view of the complex and convoluted pricing structure of rail tickets in Great Britain.

the Cross Country Route and the Trent Valley section of the West Coast Main Line (WCML). It has four platforms: Two low-level platforms (1 and 2) on the WCML, and, at a right-angle to, and passing over these, are two high-level platforms (3 and 4) served by the Cross Country Route. Historically there were chords connecting the two lines, but there is no longer any rail connection between them.
The original station was opened on 12 August 1839[1] by the Birmingham and Derby Junction Railway, a forerunner of the Midland Railway, on its original route from Derby to Hampton-in-Arden meeting the London and Birmingham Railway for London. Later, in 1842, the B&DJ built a branch to Birmingham, terminating at Lawley Street railway station.

On 26 June 1847 the London and North Western Railway opened its Trent Valley Line passing at a right angle beneath the original Birmingham and Derby line with a new joint station designed by John William Livock.
The joint station did not acquire the High Level and Low Level names until 1924. Since it was expected that only local trains would call, the low level platforms were on loops, with the running lines left clear for expresses. At that time there was a north to west curve linking the, by then, Midland Railway line with the LNWR line. This curve was opened in 1847, and closed in March 1969

Announcement of new trains was made by FirstGroup when it was confirmed that they would become the next operator of the TransPennine Express franchise from 1 April 2016. In May 2016 it was announced by TransPennine Express that they had ordered twelve five-car electric multiple units from CAF to replace the fleet of ten four-car Class 350/4 Desiro units which presently operate TransPennine Express services between Liverpool, Manchester and Scotland.
Testing of the first set began at the Velim railway test circuit in July 2018.
An option for up to 22 extra units was available to TransPennine Express, but it was not exercised.
Mainline testing of the Class 397 was carried out from Manchester International Depot, operating between the depot and Carlisle via Crewe, the test runs being operated by Rail Operations Group.

During November 2016, the Department for Transport (DfT) announced the InterCity West Coast franchise would be replaced by the West Coast Partnership (WCP). In August 2019, the DfT awarded the WCP franchise to the First Trenitalia consortium. On 8 December 2019, Avanti West Coast took over operations from the prior operating company Virgin Trains, which had run the franchise since 1997. Originally, the franchise was initially scheduled to run until March 2030, and had also been set to operate the initial High Speed 2 services from 2026. However, during December 2020, it was announced that First Trenitalia and the DfT had agreed to terminate the WCP franchise at the earlier date of 31 March 2026 as part of the abolition of the franchise system. Since then a number of contract changes have taken place due to COVID-19 and then poor performance by the company. As of March 2023, the company's contract will expire in October 2023.
Between 14 August and 18 September 2022, Avanti West Coast reduced its timetable, citing unofficial strike action from its employees. However, this allegation was disputed by Aslef, which accused the company of lying and blamed their lack of recruitment, especially of train drivers, for the problems. Trains were running at one service per hour on the majority of routes, as opposed to the three which would typically occur on the London Euston to Manchester Piccadilly route. While the Class 325 bears a resemblance to the Networker series of DMUs and EMUs, they are based on the Class 319 EMU. The Class 325 was British Rail's newest unit to take over parcels workings on electrified lines.
In the early 1990s, the parcels sector of British Rail was seeking a fleet of multiple units that would be more cost-effective to run than the locomotive hauled stock it was using. The initial proposal was to convert a number of redundant Class 307 units that were in the process of being withdrawn from passenger service into Class 300 parcels units. Owing to the age of these units however, it was subsequently decided to procure a fleet of new trains. These units, which were ordered in 1994, were initially given the TOPS classification Class 350, before being changed to Class 325.
The 16 units were built at ABB Derby between 1995 and 1996. They are very similar to Class 319 units, sharing the same traction equipment and body design, but are fitted with cabs of the same design as the ABB Networker family.
TOPS numbers are on the front of the cabs under the driver's window in a non-standard typeface (Plantin, the then corporate typeface of Royal Mail), and the units were numbered 325001 - 325016. The units are fitted with large round oleo buffers, and have no gangways between carriages. They carry a livery of Royal Mail red, with two yellow stripes running along the lower bodyside before turning sharply backwards and pointing up towards the roof, black cab window surrounds and a full yellow warning panel. The NRCoT cover the entitlement and restrictions of travellers, however they are not the only document to do so. Under the Transport Act 2000 (section 219), the Railway Bylaws also apply, though more generally.
Whilst the NRCoT are referred to on all train tickets, at stations, and on internet sites selling tickets for rail travel, very few travellers ever bother to read the document, unless they find themselves in dispute with a rail company on some matter. They are, however, of use to the consumer, because they afford considerable rights to the traveller with regards ticket validity. This has become a matter of significant public interest recently, in view of the complex and convoluted pricing structure of rail tickets in Great Britain.
