PCN are used to streamline the process of penalising minor offenders, without the expense and complication of legal proceedings.
Any offence that has a standard penalty charge, is not an offence that you can be prosecuted for. A penalty charge is not the same thing as an enforceable fine. That being said, you can't just ignore a PCN. You will need to either appeal against it or pay it.
Cardiff council issues Penalty Charge Notices (PCN) for a number of reasons. However, the most common reasons why you might either find one attached to your vehicle or be sent one by post, are for minor traffic rule infractions and parking offences.
If you are issued with a PCN, what do you need to do with it? Can you ignore it, or do you have to pay it? Or is there some way to make an appeal against the PCN?
You can't pay a penalty charge notice in instalments. There are three ways to pay a Cardiff council penalty charge notice. You can pay online, as long as you know the PCN number and have a credit or debit card. There is also a payment hotline that is open 7 days a week, around the clock. You can call 029 2044 5900 and give the PCN number, and then pay using a payment card. Lastly, you can make out a cheque or postal order to Cardiff Council, write the PCN number on the back, and then post it to the following address:

Royal Mail is facing an investigation by the industry watchdog after it failed to meet its delivery targets over the past year.
Ofcom said it would consider whether any exceptional events explained why Royal Mail fell short.
But if there were no satisfactory explanation, the regulator said it would consider imposing a fine.
The postal service delivered only 73.7% of First Class mail within a day - far short of the 93% target.
Ofcom said the impact of Covid was no longer an excuse for poor delivery performance.
If Royal Mail is fined, it would be its second penalty since 2019 when it paid out ?1.5m for failing to deliver first class letters on time.
A Quality of Service report from Royal Mail also showed it delivered only 90.7% of second class mail within three days, below a target of 98.5%.
A spokesperson for Royal Mail said it was disappointed with its performance, adding: We will participate fully with any Ofcom's investigation.
Ofcom takes quality of service very seriously, the regulator said. In deciding whether the company is in breach of its obligations, we will consider if there were any exceptional events - beyond the company's control - that may have explained why it missed its targets.If it does not provide a satisfactory explanation and we determine that Royal Mail has failed to comply with its obligations, we may consider whether to impose a financial penalty, it said.
On Friday, Royal Mail's chief executive Simon Thompson announced that he would leave, meaning the company will soon be searching for its third boss in five years.
Royal Mail said its services had been affected by 18 days of strike action and that high levels of staff absence continued to hamper operations.
It said it hoped an agreement reached last month with Communication Workers Union (CWU) would resolve the matter and allow it to rapidly improve its services.

Since 1994 the bridge has been illuminated at night by floodlights. Repairs to chloride corrosion of the bridge's deck were carried out in the early 21st century using an innovative electrolytic method

Traffic on the bridge continued to grow to over 80,000 vehicles a day, and there was frequent congestion. In order to alleviate this, a further crossing was built, known as the Mersey Gateway Bridge. The bridge has three towers that support a cable-stayed crossing over the river, while the southern approach creates a second bridge over the Ship Canal. The three towers are different heights: an 80 m (260 ft) central pylon, a 110 m (360 ft) pylon on the north side and a 125 m (410 ft) south pylon.
During the Covid-19 lockdown period in 2020, an application by Halton Borough Council to suspend tolling operations was made to support key workers. This was rejected by the Department for Transport despite the broad support of local MPs in March and again in April 2020

For the most part, parking on public land is governed by rules set down by local councils and enforced by traffic wardens and/or the police.
Parking on private land, by contrast, is governed by the rules of the contract between the driver and the landowner. It is enforced by the landowner and/or agents working on their behalf
There are two ways a Parking Charge Notice can be served. One is as a ticket on the car and the other is by post to the registered owner's address.
As a rule of thumb, if you are served with a ticket it is well worth checking out whether or not the issuing car park is a member of an Accredited Trade Association (ATA). If they are, they will be able to get your contact details from the DVLA, which they can then use to pursue further legal action in the event of non-response
If you were breaking the rules, then the most sensible and ethical course of action is just to pay up as quickly as you can. ATA members have to offer a discount for early payment. If, however, you think you are being unfairly penalized, then you can write to the operator and request the notice be revoked.
Generally, you will need to demonstrate one (or both) of two points, either you did not break the rules (they made a mistake) or the rules were unenforceable, for example, they were not clearly displayed so you could not reasonably be expected to be aware of them.
If the operator refuses to revoke the notice you can then proceed to formal appeal if you wish.

Fixed penalty notices were originally introduced for parking and motoring offences, currently continuing in Great Britain under powers provided by the Road Traffic Act 1991 as well as in Northern Ireland
in many areas this style of enforcement has been taken over from police by local authorities. Some other motoring offences (other than parking) can also be dealt with by the issue of FPNs by police, officers of the Vehicle and Operator Services Agency or local authority personnel. A fixed penalty notice issued by local authority parking attendants is backed with powers to obtain payment by civil action and is defined as a penalty charge notice (PCN), distinguishing it from other FPNs which are often backed with a power of criminal prosecution if the penalty is not paid
in the latter case the fixed penalty is sometimes designated as a mitigated penalty to indicate the avoidance of being prosecuted which it provides.
If a charge is paid within 14 days of the 28-day period, the charge is decreased by 50%. Appealing against or contesting this notice, requires going through courts and hearings: if lost, the 50% period pay could be extended.
Penalty Charge Notices (PCN) should not be confused with 'Parking Charge Notices, the latter, being issued by private landowners seeking to impose a charge for parking on private land.

Chris Mackenzie ? who stood for election last month for the UK's first pro-cannabis party ? is handing out drug-legalisation propaganda from the former police box in Sauchiehall Street. The self-confessed cannabis user is also selling e-cigarette liquids containing one of the active compounds found in the plant.

Cannabis is a class B drug meaning it it is illegal to possess.
Anyone found with the drug could be imprisoned for up to five years while supplying it can be punished with a 14-year jail sentence or an unlimited fine.
The penalty depends on the amount of the drug, the person's criminal history and other aggravating or mitigating factors.
Police can also issue a warning or an on-the-spot fine of ?90 to someone found with cannabis.
Alternatively, officers could issue a cannabis warning which goes on a person's record but is not revealed by a standard criminal records check.
Of the 16,101 convictions for cannabis possession in the UK in 2016, 292 were jailed.
The legality of recreational use is not up for debate, the government has said.

Cannabis also contains cannabidiol (CBD) which scientists are investigating as a medical treatment.
CBD-based treatments have shown some promising results for reducing seizures in children with severe epilepsies.
