PCN are used to streamline the process of penalising minor offenders, without the expense and complication of legal proceedings.
Any offence that has a standard penalty charge, is not an offence that you can be prosecuted for. A penalty charge is not the same thing as an enforceable fine. That being said, you can't just ignore a PCN. You will need to either appeal against it or pay it.
Cardiff council issues Penalty Charge Notices (PCN) for a number of reasons. However, the most common reasons why you might either find one attached to your vehicle or be sent one by post, are for minor traffic rule infractions and parking offences.
If you are issued with a PCN, what do you need to do with it? Can you ignore it, or do you have to pay it? Or is there some way to make an appeal against the PCN?
You can't pay a penalty charge notice in instalments. There are three ways to pay a Cardiff council penalty charge notice. You can pay online, as long as you know the PCN number and have a credit or debit card. There is also a payment hotline that is open 7 days a week, around the clock. You can call 029 2044 5900 and give the PCN number, and then pay using a payment card. Lastly, you can make out a cheque or postal order to Cardiff Council, write the PCN number on the back, and then post it to the following address:

Rental electric scooters (e-scooters) are the only way to legally ride an e-scooter on public roads or in other public places within London - and even this is limited to specific boroughs. It is still illegal to use privately-owned e-scooters or other powered transporters on public roads.
A new form of transport
We want to explore new, environmentally-friendly forms of transport that can be used to reduce road congestion in London - but we need to make sure that any alternatives are safe for both users and non-users alike.
The current rental e-scooter trial trial is helping us test the best ways to protect the public.
Rental e-scooters have specific safety features installed. For example, they are limited to a speed of 12.5mph and have lights that are always on throughout any rental.
Our current trial of rental e-scooters is expected to run to autumn 2023. We are currently running a competitive procurement process for the new phase of London's rental e-scooter trial, and operators will be selected on their ability to meet strict safety requirements and high operating standards.
Use electric scooters legally
The London e-scooter rental scheme is approved by the Department for Transport (DfT).
Privately-owned e-scooters or other powered transporters are not legal to use on public roads.
E-scooters and powered transporters may be used on private land with permission from the landowner or occupier but several laws make it illegal and/or spell out the penalties if you're caught riding one on public roads

The new car park, which was due to open
in December 2017, is a great example of
how architects and contractors can work in
partnership with Maple to transform typically
dull and utilitarian buildings into an integral and
aesthetically appealing part of the urban realm.
With its hexagon-featured golden fa??ade, the
car park complements the other elements of
the ?107m Time Square development.
The new car park is an integral and important
part of the Time Square project as it will
underpin and support the whole scheme, said
the leader of Warrington Borough Council, Terry
O'Neill.
Architect's ratings
Leach Rhodes Walker described us as ?excellent'
after the successful collaboration. Maple's
knowledge and craftsmanship was excellent
throughout, said LRW's lead project designer,
Ka Yin Man. From when we spoke to sales
about the commercials, to (dealing with) the
design and projects teams, the whole experience
was collaborative. In a post-project interview,
the architects' firm gave us top marks for design
services, project support, meeting deadlines
and the quality of the finished product. Added
Ka Yin: Maple were always helpful, and any
questions were dealt with promptly. Everyone
was very knowledgeable and accommodating.
The end result was even better than expected
The project was one of the first to use the new
dedicated prototype area at Maple's factory in
Stockport. The architects and contractors I & H
Brown Construction were able to view real-life
examples of the bespoke perforated panels and
golden hexagon cut-outs - at actual size. The
prototypes were powder-coated in the specified
colour, and fitted to the display framework using
actual fittings - meaning that any changes to the
design or specification could be made without
it having a major impact on timings or budget

The Trafford Centre, which opened in 1998, is widely regarded as Peel's landmark development. The Peel Group was known from 1973 to 1981 as Peel Mills (Holdings) Ltd

Inspired by the Peel Tower near his native Bury, Whittaker retained the name Peel Mills Ltd for his property and cotton business.
After a period on the Manchester Stock Exchange, Peel Holdings listed on the London Stock Exchange Official List in 1983. It transferred to the Alternative Investment Market in January 2000 before the Whittaker family and Olayan Group majority shareholders bought out Peel Holdings' 6.63% minority shareholders in 2004, taking the business private.
From 1971, Whittaker acquired shares in the Manchester Ship Canal Company that unlike most other British canals had not been nationalised post-World War II.
Peel sold its cotton business for ?22 million to finance the purchase of more canal shares, and in 1987 acquired control. It bought out the remaining minority shareholders in 1993

Although it was a fishing village, it has a large beach and became a popular tourist resort. According to the 2011 UK census, Filey parish had a population of 6,981, in comparison to the 2001 UK census population figure of 6,819, and a population of 6,870 in 1991.
Filey was historically mainly within the East Riding of Yorkshire, although until 1888 a small part of the town, including its parish church, was in the North Riding of Yorkshire. In 1974 the town was transferred to the new county of North Yorkshire.
Filey is at the eastern end of the Cleveland Way, a long-distance footpath
it starts at Helmsley and skirts the North York Moors. It was the second National Trail to be opened (1969). The town is at the northern end of the Yorkshire Wolds Way National Trail which starts at Hessle and crosses the Yorkshire Wolds. Filey is the finishing point for Great Yorkshire Bike Ride. The 70-mile (110 km) ride begins at Wetherby Racecourse.
Filey has a railway station on the Yorkshire Coast Line. A second station at Filey Holiday Camp railway station to the south of the town served the former Butlins holiday camp. The camp has since been re-developed into a 600-home holiday housing development, The Bay Filey. It is one of the largest coastal developments of this kind in the UK and the first homes were completed in 2007.
In July 2007 Filey was hit by flash floods which caused major problems

BEGINNING AS ALPINA GERMANY
The name Dugena is one of Germany's most famous watch brands. The roots of the company lie in Switzerland, namely with the Swiss watchmaker association Corporation d'Horlogers Suisse, which was founded in 1883 by Gottlieb Hauser. This was called Union Horlog??re from 1901 and presented itself at this time with the brand name Alpina, which was first used as the name of a proprietary caliber.
RENAMING OF THE GERMAN ALPINA TO DUGENA
From about 1909, there is a branch in Glash?tte, which bears the name Pr??cisions-Uhrenfabrik Alpina. 1917 the Deutsche Uhrmachergenossenschaft Alpina (German watchmaker cooperative Alpina) is created by the concentration of the watch factories Biel-Geneva and Glash?tte in Eisenach. 1927 their headquarters is moved to Berlin.
During World War II, the Allies prohibit the Union Horlog??re to continue to market in Germany under the name Alpina. Therefore, 1942 in Berlin it is decided to rename Alpina into DUGENA - Deutsche Uhrmacher-Genossenschaft Alpina (German watchmaking cooperative Alpina). As a unique trademark the circle in the triangle is chosen, under which the new brand achieves a high level of awareness.
GREAT SUCCESS AFTER THE WAR
1948, the headquarters of Dugena, which had been in the eastern part of Berlin, is moved to Darmstadt. Under the successful management of the director Willi Tempel Dugena becomes a byword for reliable and modern quality watches in West Germany.
The years of the Wirtschaftswunder (German economic miracle after the war) as well as the 1960s and the 1970s bring unparalleled success to the company. Both with ladies watches as with men's watches the brand gaines a considerable reputation. As one of only very few watch manufacturers Dugena is not affected by the quartz crisis, as it manages to establish itself with high quality quartz collections and is thereby open to new buyer generations. There are two ways a Parking Charge Notice can be served. One is as a ticket on the car and the other is by post to the registered owner's address.
As a rule of thumb, if you are served with a ticket it is well worth checking out whether or not the issuing car park is a member of an Accredited Trade Association (ATA). If they are, they will be able to get your contact details from the DVLA, which they can then use to pursue further legal action in the event of non-response
If you were breaking the rules, then the most sensible and ethical course of action is just to pay up as quickly as you can. ATA members have to offer a discount for early payment. If, however, you think you are being unfairly penalized, then you can write to the operator and request the notice be revoked.
Generally, you will need to demonstrate one (or both) of two points, either you did not break the rules (they made a mistake) or the rules were unenforceable, for example, they were not clearly displayed so you could not reasonably be expected to be aware of them.
If the operator refuses to revoke the notice you can then proceed to formal appeal if you wish.

History
The company was established by Lord Harris of Peckham in 1988 when he opened its first shop in Canning Town. It was first listed on the London Stock Exchange in June 1993. In 1999, the company expanded through the acquisition of selected shops from Carpetland and Allied Carpets. It acquired its first operations in Continental Europe in 2002, and in 2005 acquired May's World of Carpets. In 2007, it added the Storey Carpets business, a firm based in Sunderland, which had 54 stores at the time.
Cascade Investment, LLC, the investment vehicle of Bill Gates, acquired a 3% in the company in May 2008. Carpetright expanded again with the purchase of Sleepright UK in 2008. However, in June 2011 it announced significant shop closure plans and that year posted its first loss since 1993.
It was reported on 21 March 2018 that Carpetright was struggling after issuing several profit warnings, and that it was looking at possible shop closures. On 12 April 2018, it was announced that Carpetright would close 92 stores, with a total loss of 300 jobs out of the total workforce of 2,700, as part of restructuring measures
In May 2018, Carpetright secured a ?15 million loan to provide short-term working capital. In November 2019, Carpetright announced that its largest shareholder, Meditor, had agreed to purchase the company. A bid of ?15.2 million was accepted by the company, amid fears it could not pay off its debt. Carpetright have estimated that the company would need around ?80 million to get out of its debt problems. The company's gross debt was evaluated at ?56 million
Carpetright announced the departure of chairman Bob Ivell in January 2020, as the store returned to private ownership after more than 26 years. Several non-executive directors stood down from the board because of the takeover

History
The retailer was founded by owner Tom Morris in 1976 as a single store called Home and Bargain in Old Swan, Liverpool when he was aged 21. The name was changed to Home Bargains in 1995, but is still colloquially referred to by its original name in the Merseyside area.
Morris, who was reported to have still owned an 89% stake in the business as of 2013, operates the company with his brother Joe. The business has since grown to become one of the largest privately owned companies within the United Kingdom, selling a variety of household items including food, clothing and games.
Customer numbers were estimated to be in excess of three million in February 2013, with items sold typically consisting of 70% regular lines and the rest as one-off product lines. The retailer was ranked sixth in a Which? list of 100 Top Stores, making them the highest ranking retailer within the United Kingdom
Home Bargains is also the supplier of similar discount chain Quality Save, whom it supplies all stock, shop fittings, trolleys and tills
The retailer was fined over ?20,000 in February 2017, after being caught selling phone chargers that risked exploding. The chargers had been imported from China yet had not undergone sufficient safety checks by the retailer, despite Trading Standards having carried out five failed safety checks on the product.
Despite being able to produce a Chinese test certificate indicating that a sample product was safety compliant, Home Bargains subsequentially admitted to three offences of electrical safety through the sale of unsafe chargers during 2015

In November 2019, the company put Mothercare UK (and Mothercare Business Services) into administration. This meant all the UK shops and the UK website closed soon after. Mothercare International still trades profitably.

Fixed penalty notices were originally introduced for parking and motoring offences, currently continuing in Great Britain under powers provided by the Road Traffic Act 1991 as well as in Northern Ireland
in many areas this style of enforcement has been taken over from police by local authorities. Some other motoring offences (other than parking) can also be dealt with by the issue of FPNs by police, officers of the Vehicle and Operator Services Agency or local authority personnel. The building was threatened with demolition as part of the City Council's Tithebarn redevelopment project. After the Tithebarn development collapsed, there were still proposals to demolish the bus station and replace it with a small interchange near the railway station.

Together with its surrounding suburbs and settlements, the town forms part of the Metropolitan Borough of Doncaster, which had a mid-2017 est. population of 308,900. The town itself has a population of 109,805 The Doncaster Urban Area had a population of 158,141 in 2011 and includes Doncaster and neighbouring small villages. Part of the West Riding of Yorkshire until 1974, Doncaster is about 17 miles (30 km) north-east of Sheffield, with which it is served by an international airport, Doncaster Sheffield Airport in Finningley. This piece is a modern symbol representing Yorkshire in the now, creating a landmark of significance with the capacity to capture a moment in time and form a lasting memory. This symbol will communicate on a visual and physical level and allow interaction, experience and memories to be formed.
Chris attended the official installation press launch on 26th April with Sir Gary Verity, Chief Executive Welcome to Yorkshire and Ros Jones Mayor of Doncaster pictured above.
Located on the route of the Tour de Yorkshire, the gateway feature will be incorporated into local cycling routes encouraging people to interact with the new landmark. Parking and seating will also be provided for those who want to 'stop for a selfie' at the site.
The artwork was commissioned to Chris Brammall by Doncaster Council. Ros Jones, Mayor of Doncaster, said The simplicity of its design, scale and quality is a bold statement reflecting the importance of Great Yorkshire Way as the gateway into Yorkshire and driver of economic growth for the local and regional economy.
Most of the Chris Brammall team were involved in the fabrication of the sculpture in our workshop in Ulverston and the piece was fitted by a three man team - Phil, Paul and Duncan.

This piece is a modern symbol representing Yorkshire in the now, creating a landmark of significance with the capacity to capture a moment in time and form a lasting memory. This symbol will communicate on a visual and physical level and allow interaction, experience and memories to be formed.
Chris attended the official installation press launch on 26th April with Sir Gary Verity, Chief Executive Welcome to Yorkshire and Ros Jones Mayor of Doncaster pictured above.
Located on the route of the Tour de Yorkshire, the gateway feature will be incorporated into local cycling routes encouraging people to interact with the new landmark. Parking and seating will also be provided for those who want to 'stop for a selfie' at the site.
The artwork was commissioned to Chris Brammall by Doncaster Council. Ros Jones, Mayor of Doncaster, said The simplicity of its design, scale and quality is a bold statement reflecting the importance of Great Yorkshire Way as the gateway into Yorkshire and driver of economic growth for the local and regional economy.
Most of the Chris Brammall team were involved in the fabrication of the sculpture in our workshop in Ulverston and the piece was fitted by a three man team - Phil, Paul and Duncan.

Description: Tony Smith image Alamy RM253H - Tatton Park is an historic estate in Cheshire, England, north of the town of Knutsford. It contains a mansion, Tatton Hall, a medieval manor house, Tatton Old Hall, Tatton Park Gardens, a farm and a deer park of 2,000 acres (8.1 km2). It is a popular visitor attraction and hosts over a hundred events annually. The estate is owned by the National Trust, who administer it jointly with Cheshire East Council. Since 1999, it has hosted North West England's annual Royal Horticultural Society flower show.
There is evidence of human habitation in the area of the estate going back to the Iron Age. In medieval times the village of Tatton was on the site. This has since disappeared but the area of the village and its roadways are a Scheduled Ancient Monument. By the end of the 15th century the estate was owned by the Stanley family who built and occupied the Old Hall. By the 1580s this building had been enlarged and it was owned by the Brereton family. In 1598 the estate was bought by Sir Thomas Egerton, Lord Chancellor of England. Sir Thomas and his children rarely visited the estate and it was loaned to tenants. At the end of the 17th century the estate was owned by John Egerton, Sir Thomas' grandson, who built a new house on the site of the present mansion, some 0.75 miles (1 km) to the west of the Old Hall. This mansion, Tatton Hall, was extensively altered and extended between 1780 and 1813. In 1795 the estate covered 251,000 acres (1,020 km2) (392 sq.miles). The estate remained in the ownership of the Egerton family until the last Lord Egerton died without issue in 1958. He left the house to the National Trust and gave them the park in lieu of death duties. However, as the estate itself was sold by his executors, Cheshire County Council committed to a 99-year lease in place of an endowment to ensure that it was preserved for the benefit of the nation. While Warrington had one of the first steam-powered cotton mills in the north west, it never became a major cotton-producing town.
Only the Cockhedge mill survived the cotton crisis of the 1860s (caused by the American Civil War) and it also survived a major fire in the 1870s.
By the post First World War depression of the 1920s, it employed almost one fifth of the town's female workers.
By the 1950s the mill, run by Armitage and Rigby, began to fall into terminal decline as a result of cheap cotton imports.
In the 1980s, Warrington's town planners had started to favour heavy industry moving away from the town centre while the retail sector was booming.
Charterhall Properties developed the new Cockhedge Shopping Centre which opened in 1984 and is still flourishing today.

It is situated along the Bridgewater Canal, and forms one of the principal settlements of Grappenhall and Thelwall civil parish. According to the 2001 UK census, the population of the entire civil parish was 9,377.
Grappenhall is mentioned in the Domesday Book with the name Gropenhale and with a valuation of five shillings.
St Wilfrid's Church has a carving of a cat on the west face of the tower. This is believed to be Lewis Carroll's inspiration for the grinning Cheshire Cat in Alice's Adventures in Wonderland. The church itself was first constructed in 1120, though was rebuilt 400 years later. The church was also, at a time, in the possession of the Boidelle (Boydell) family.
Along with the church, the centre of the village contains two pubs ? the Parr Arms and the Ram's Head ? and Grappenhall Hall Residential School (no longer a Residential School) and St. Wilfrid's Primary School. Bradshaw Community Primary School is located north of the village centre.
Parts of the Case-Book of Sherlock Holmes were filmed in the centre of Grappenhall. The village name appears in the title of the song Grappenhall Rag, by the Darwen singer-songwriter Bryn Haworth.
Grappenhall is home to the 25th Warrington East (St. Wilfrid's) Scout Troop. There is also a cricket ground, which is the home of Grappenhall Cricket Club.

Etruria was the fourth and penultimate site for the Wedgwood pottery business. Josiah Wedgwood, who was previously based in Burslem, opened his new works in 1769. It was named after the Italian district of Etruria, home of the Etruscan people who were renowned for their artistic products. The site covered 350 acres (140 ha) and was next to the Trent and Mersey Canal. As well as Wedgwood's home, Etruria Hall, it included the Etruria Works which remained in use by the Wedgwood enterprise until 1950. The Wedgwood factory is now in Barlaston, a village about six miles to the south of the Etruria site.
Etruria Hall was the site of the substantial invention of photography by Thomas Wedgwood in the 1790s.
After Wedgwood
Much of Etruria became derelict with the move of Wedgwood after the Second World War and the subsequent closure of the nearby Shelton Bar steelworks. Large-scale regeneration began in the 1980s with the Stoke-on-Trent Garden Festival.
Etruria is home to the Etruria Industrial Museum, a scheduled ancient monument, which includes a working steam engine called Princess. The museum buildings were originally a bone and flint mill built in 1857 to grind materials for the pottery industry. Inside visitors can see displays on the history of the site and original machinery. On the first weekend of each month the museum's 1903 coal-fired boiler provides steam to operate Princess which then turns the grinding machinery.

A supermarket, a form of grocery store, is a self-service store offering a wide variety of food and household merchandise, organized into departments. It is larger in size and has a wider selection than a traditional grocery store, also selling items typically found in a convenience store, but is smaller and more limited in the range of merchandise than a hypermarket or big-box store.
The supermarket typically comprises meat, fresh produce, dairy, and baked goods departments, along with shelf space reserved for canned and packaged goods as well as for various non-food items such as household cleaners, pharmacy products and pet supplies. 1969 to 1979: Early growth
B&Q was founded in March 1969 in Southampton, England, by Richard Block and David Quayle, following the purchase and fitting out of a former furniture warehouse in the Southampton suburb of Portswood. Originally called Block & Quayle, the duo soon shortened the brand to B&Q as stock delivery notes and invoices were already unofficially abbreviating the name.

PCN are used to streamline the process of penalising minor offenders, without the expense and complication of legal proceedings.
Any offence that has a standard penalty charge, is not an offence that you can be prosecuted for. A penalty charge is not the same thing as an enforceable fine. That being said, you can't just ignore a PCN. You will need to either appeal against it or pay it.
Cardiff council issues Penalty Charge Notices (PCN) for a number of reasons. However, the most common reasons why you might either find one attached to your vehicle or be sent one by post, are for minor traffic rule infractions and parking offences.
If you are issued with a PCN, what do you need to do with it? Can you ignore it, or do you have to pay it? Or is there some way to make an appeal against the PCN?
You can't pay a penalty charge notice in instalments. There are three ways to pay a Cardiff council penalty charge notice. You can pay online, as long as you know the PCN number and have a credit or debit card. There is also a payment hotline that is open 7 days a week, around the clock. You can call 029 2044 5900 and give the PCN number, and then pay using a payment card. Lastly, you can make out a cheque or postal order to Cardiff Council, write the PCN number on the back, and then post it to the following address:

The initiative, which has been confirmed for at least the next six months, will help to support those who are making the switch from petrol and diesel to electric.
There are currently 56 charging points at the Time Square car park ? one of the highest number of charging points in a single location in the country ? with another 12 charging points available at the new Warrington West station.
The move to offering free electric vehicle charging comes after the council's climate emergency declaration in June.
The plans to encourage electric vehicle travel also support the council's Air Quality Action Plan, which aims to reduce nitrogen dioxide levels within the main, busy traffic routes leading into and around the town.

partnership with Maple to transform typically
dull and utilitarian buildings into an integral and
aesthetically appealing part of the urban realm.
With its hexagon-featured golden fa??ade, the

Leach Rhodes Walker described us as ?excellent'
after the successful collaboration. Maple's
knowledge and craftsmanship was excellent
throughout, said LRW's lead project designer,
Ka Yin Man. From when we spoke to sales
about the commercials, to (dealing with) the
design and projects teams, the whole experience
was collaborative. In a post-project interview,
the architects' firm gave us top marks for design
services, project support, meeting deadlines
and the quality of the finished product. Added
Ka Yin: Maple were always helpful, and any
questions were dealt with promptly. Everyone
was very knowledgeable and accommodating.
The end result was even better than expected
The project was one of the first to use the new
dedicated prototype area at Maple's factory in
Stockport. The architects and contractors I & H
Brown Construction were able to view real-life
examples of the bespoke perforated panels and
golden hexagon cut-outs - at actual size. The
prototypes were powder-coated in the specified
colour, and fitted to the display framework using
actual fittings - meaning that any changes to the
design or specification could be made without
it having a major impact on timings or budget

While Warrington had one of the first steam-powered cotton mills in the north west, it never became a major cotton-producing town.
Only the Cockhedge mill survived the cotton crisis of the 1860s (caused by the American Civil War) and it also survived a major fire in the 1870s.
By the post First World War depression of the 1920s, it employed almost one fifth of the town's female workers.
By the 1950s the mill, run by Armitage and Rigby, began to fall into terminal decline as a result of cheap cotton imports.
In the 1980s, Warrington's town planners had started to favour heavy industry moving away from the town centre while the retail sector was booming.
Charterhall Properties developed the new Cockhedge Shopping Centre which opened in 1984 and is still flourishing today.
