Royal Mail is facing an investigation by the industry watchdog after it failed to meet its delivery targets over the past year.
Ofcom said it would consider whether any exceptional events explained why Royal Mail fell short.
But if there were no satisfactory explanation, the regulator said it would consider imposing a fine.
The postal service delivered only 73.7% of First Class mail within a day - far short of the 93% target.
Ofcom said the impact of Covid was no longer an excuse for poor delivery performance.
If Royal Mail is fined, it would be its second penalty since 2019 when it paid out £1.5m for failing to deliver first class letters on time.
A Quality of Service report from Royal Mail also showed it delivered only 90.7% of second class mail within three days, below a target of 98.5%.
A spokesperson for Royal Mail said it was disappointed with its performance, adding: We will participate fully with any Ofcom's investigation.
Ofcom takes quality of service very seriously, the regulator said. In deciding whether the company is in breach of its obligations, we will consider if there were any exceptional events - beyond the company's control - that may have explained why it missed its targets.If it does not provide a satisfactory explanation and we determine that Royal Mail has failed to comply with its obligations, we may consider whether to impose a financial penalty, it said.
On Friday, Royal Mail's chief executive Simon Thompson announced that he would leave, meaning the company will soon be searching for its third boss in five years.
Royal Mail said its services had been affected by 18 days of strike action and that high levels of staff absence continued to hamper operations.
It said it hoped an agreement reached last month with Communication Workers Union (CWU) would resolve the matter and allow it to rapidly improve its services.

An underpass between Warrington's bus interchange and the Youth Zone, has had a much-needed makeover thanks to the artist Tim Twist and the youngsters.
Tim helped mastermind the art project, alongside contributions from Warrington Youth Zone, and the youngsters who use the services there.
The mural is designed to reflect key aspects of the town
The mural includes a tribute to Viola Beach, with references to their single 'Swings and Waterslides.'
The artwork shows off the skyline of Warrington, with buildings and sites such as Warrington Wireworks, the Transporter Bridge and the Halliwell Jones Stadium, with a Wolf rising from the ground.
Central supporting columns of the underpass now reflect the cooling towers at Fiddlers Ferry, as well as the Neighbourhood Weekender festival, the Golden Gates and the iconic Pink Eye' building, which will be signed by Anthony Turk who created the original artwork on the building over 20 years ago.
Cllr Tom Jennings, cabinet member for economic development and innovation, said: The artwork has brought about a remarkable improvement to a well-used underpass. I thank Tim Twist and our young people for their talent and efforts over the past few weeks.
This project serves as a testament to the transformative power of art in enhancing our town centre and I'm sure it will instil a further sense of pride in our town's heritage and ownership of our continuing story to all that view it.

The marble floor in the entire centre was replaced along with the relocation of the escalators and stairways. The biggest change was the creation of the large New Look store which took over numerous stores.
Throughout 2016 and 2017, the centre was refurbished and configured as part of the £25 million investment, and a series of new larger stores was created, forcing some stores to close down and relocate within the centre. WH Smith and Tesco were closed, and Superdrug relocated. The reconfiguration was also to include new escalators and lifts, the removal of the Lower Central Arcade and the relocation of the toilets.
On 18 November 2016 H&M was the first major store to open as part of the shopping centre's multimillion-pound redevelopment.

Will you help turn an ugly underpass into a picturesque passage?
The Macclesfield Brick Project offers people the chance to paint one of 3,000 bricks on Park Lane
An ugly underpass is to be transformed into a picturesque passage through a new art project.
The Macclesfield Brick Project is offering everyone a chance to paint one of the 3,000 bricks' which line the subway beneath Park Lane.
For 10 days from Monday, May 23, a different artist from the town will be on hand to help would-be artists create their mini-masterpieces.
Artists include: Ralph McGaul. Kails Tresson, TJ Dolan, Jean Westbrook, Pat Cody, Julie Hamer, Jane Osmond and Dan Petley, who came up with the idea.
Dan said: Your job is to design and hand paint one in this wall to show how you feel about Macclesfield. When each of the bricks is finished, your work will be a part of a giant colourful communal masterpiece.
We have been inspired by the diversity of people of all ages, who regularly walk through this underpass, and we want to involve them in producing meaningful miniature paintings.
The project is being supported by Macclesfield Town Council and runs until June 1.
Dan added: Your work could be about things you enjoy doing in Macclesfield, local wildlife, a picture of your friend or anything that inspires you.
Coun Neil Puttick, from Macclesfield Town Council, encouraged everyone to get involved.
He said: We already have lots of community groups and schools coming along for the first half of the project, but if you'd like to paint a brick feel free to come along.

The group decided on a range of images including iconic structures such as the Golden Gates and the Barley Mow, famous faces like Jonathan Blackburne, the Lord of the Manor of Warrington famous for growing the north west's first pineapple at Orford Hall, and the Mad Hatter's tea party scene from Lewis Carroll's Alice in Wonderland.
Scenes illustrating the town's industrial heritage are also featured alongside a depiction of the ill-fated RMS Tayleur which was built in Warrington.
Will and the team spent 46 hours on the street art design over six days using 25 litres of emulsion and 100 spray cans.
The project has been around a year in the making with a workshop in February to gather ideas on how the mural should look.
Planning permission to paint the wall was approved at the end of September when Historic England raised no objections.

Eamon and Dan tap into the wonder of Riverdance by Tomas Conlon
DAN Fay and his son Eamon are shoemakers to the stars. In a quiet workshop off Dublin's Parnell Square they have crouched for weeks over their lasts, making the dancing shoes that have clattered in spectacular rhythm at the Riverdance show which premiered Thursday night. Sixty-four-year-old Dan has been making shoes for nearly 50 years but his trade - like Irish dancing itself - came in from the margins at last year's Eurovision when Jean Butler and Michael Flatley tapped their way into the nation's heart.
Ms Butler was wearing their handmade shoes that night, as were most of the backing dancers, and both Jean and Michael will be wearing them for the duration of the Riverdance Show. In addition, they have measured and fitted the Russian Cossack dancers with their shoes, along with the guest tap dancers from America and a host of the supporting performers. The Russians have also had their cossack dancing boots mended in the Fay workshop
Dan and Eamon will also be present backstage each night of the Riverdance show to carry out running repairs on broken straps, loose heels and any other emergencies that might occur. Ms Butler's shoes in fact were rushed by courier to their workshop last Thursday for a repair job just hours before the curtain went up on the show.
The shoes are made entirely from leather with a fiberglass tip at the toe and heel which produces that tap effect.

The Gazelle was the first Singer to be produced following the take-over of the Singer company by the Rootes Group in 1956 and was a version of the mainstream Hillman Minx differing mainly in retaining the Singer overhead cam engine. Externally the only significant difference was a restyled nose based around a traditional Singer grille. The new car was announced in late September 1956.
The body style followed by the Gazelle between 1956 and 1967 came to be known as the Audax body, with significant input from the US based Loewy design organisation, highly regarded at the time partly on account of Loewy's input to several iconic Studebaker designs.
The Gazelle was initially offered in saloon and convertible body styles. The Gazelle Series II, offered from autumn 1957, was also available as an estate car, and had optional overdrive and larger fuel tank.
The suspension was independent at the front using coil springs while at the rear was a live axle and half elliptic leaf springs. The steering gear used a worm and nut system.
As standard, the car had a bench front seat but individual seats were available as an option. To allow for the bench seat, the handbrake lever was between the seat and the door.
The convertible version had a two position hood where it could be either completely lowered or rolled back to just behind the front seats described as the coupé de ville position. All side windows could be completely lowered. To compensate for the loss of body rigidity by the removal of the roof, extra cross bracing was fitted under the car.
A car with overdrive was tested by the British magazine The Motor in 1957. It had a top speed of 78.0 mph (125.5 km/h) and could accelerate from 0-60 mph (97 km/h) in 24.8 seconds. A fuel consumption of 33.5 miles per gallon.

The Gazelle was the first Singer to be produced following the take-over of the Singer company by the Rootes Group in 1956 and was a version of the mainstream Hillman Minx differing mainly in retaining the Singer overhead cam engine. Externally the only significant difference was a restyled nose based around a traditional Singer grille. The new car was announced in late September 1956.
The body style followed by the Gazelle between 1956 and 1967 came to be known as the Audax body, with significant input from the US based Loewy design organisation, highly regarded at the time partly on account of Loewy's input to several iconic Studebaker designs.
The Gazelle was initially offered in saloon and convertible body styles. The Gazelle Series II, offered from autumn 1957, was also available as an estate car, and had optional overdrive and larger fuel tank.
The suspension was independent at the front using coil springs while at the rear was a live axle and half elliptic leaf springs. The steering gear used a worm and nut system.
As standard, the car had a bench front seat but individual seats were available as an option. To allow for the bench seat, the handbrake lever was between the seat and the door.
The convertible version had a two position hood where it could be either completely lowered or rolled back to just behind the front seats described as the coupé de ville position. All side windows could be completely lowered. To compensate for the loss of body rigidity by the removal of the roof, extra cross bracing was fitted under the car.
A car with overdrive was tested by the British magazine The Motor in 1957. It had a top speed of 78.0 mph (125.5 km/h) and could accelerate from 0-60 mph (97 km/h) in 24.8 seconds. A fuel consumption of 33.5 miles per gallon.

A cracking track from 1988's 'That Petrol Emotion'. They formed in 1984 from the ashes of the Derry Hitmakers, Bam Bam and the Calling and The Undertones. It was formed by guitarist John O'Neill and second guitarist Raymond Gorman who DJ'd together at the Derry 'Left Bank' club. Drummer and friend Ciaran McLaughlin joined next after having relocated from Derry to London, followed by John's brother and Undertones lead guitarist Damian O'Neill who played bass from 1985 until 1988 upon John's departure.
That Petrol Emotion themselves were also far more political and outspoken than the Undertones. 'Abandon' released on Virgin Records in March 1990 in the UK reached no. 73 in the single charts.

Description: Tony Smith image Alamy 2AA0RPF - Crewe Works is a British railway engineering facility built in 1840 by the Grand Junction Railway. It is located in the town of Crewe, in Cheshire. It is currently owned by Bombardier Transportation.
The railway also built 200 cottages establishing a new community in what had been the rural township of Monks Coppenhall. Among the first workers to arrive were those from the old works at Edge Hill producing an increase in the town's population by some 800 men, women and children.
In 1845 the Liverpool and Manchester Railway was merged with the Grand Junction. These, in turn, merged in 1846, with the London and Birmingham Railway and the Manchester and Birmingham Railway to form the London and North Western Railway (LNWR). All four had their own workshops but, in time, locomotive building was concentrated at Crewe.
In 1857 John Ramsbottom became Locomotive Superintendent. He had previously invented the first reliable safety valve and the scoop for picking up water from troughs between the tracks. He went on to improve the precision and interchangeability of tools and components.
In 1862 locomotive work was transferred from Wolverton. Wolverton became the carriage works, while wagon building was concentrated at Earlestown.
In 1853 Crewe had begun to make its own wrought iron and roll its own rails, and in 1864 installed a Bessemer converter for manufacturing steel. In 1868 it became the first place to use open-hearth furnaces on an industrial scale. It also built its own brickworks. Later the works was fitted with two electric arc furnaces.
Production increased steadily and, with the sale to the Lancashire and Yorkshire Railway of ten 2-4-0 and eighty six 0-6-0 locomotives, privately owned manufacturers took out an injunction in 1876 to restrain the railway from producing anything but its own needs. This remained in force until British Rail Engineering Limited was established in 1969.

The first lifeboat was stationed in the town in 1840. In 1867 the Royal National Lifeboat Institution (RNLI) built a boathouse at Porthgwidden beach. It proved to be a difficult site to launch from, and in 1867 it was replaced by a building in Fore Street.
