Any offence that has a standard penalty charge, is not an offence that you can be prosecuted for. A penalty charge is not the same thing as an enforceable fine. That being said, you can't just ignore a PCN. You will need to either appeal against it or pay it.
Cardiff council issues Penalty Charge Notices (PCN) for a number of reasons. However, the most common reasons why you might either find one attached to your vehicle or be sent one by post, are for minor traffic rule infractions and parking offences.
If you are issued with a PCN, what do you need to do with it? Can you ignore it, or do you have to pay it? Or is there some way to make an appeal against the PCN?
You can't pay a penalty charge notice in instalments. There are three ways to pay a Cardiff council penalty charge notice. You can pay online, as long as you know the PCN number and have a credit or debit card. There is also a payment hotline that is open 7 days a week, around the clock. You can call 029 2044 5900 and give the PCN number, and then pay using a payment card. Lastly, you can make out a cheque or postal order to Cardiff Council, write the PCN number on the back, and then post it to the following address:

It is a through arch bridge with a main arch span of 361 yards (330 m). It was opened in 1961 as a replacement for the Widnes-Runcorn Transporter Bridge. In 197577 the carriageway was widened, after which the bridge was given its official name in honour of the Queen's Silver Jubilee. It carries the A533 road and a cantilevered footway. The bridge is recorded in the National Heritage List for England as a designated Grade II listed building. The bridge was closed to vehicles for refurbishment upon the opening of the new Mersey Gateway Bridge, but reopened as a toll bridge in February 2021
In 1977 the carriageway was widened by incorporating the footpaths, giving it four lanes, and a cantilevered foot-way was built on the east side of the bridge. This work was completed in 1977 and in that year the bridge was renamed from Runcorn Bridge to the Silver Jubilee Bridge to commemorate the Queen's Silver Jubilee.
Since 1994 the bridge has been illuminated at night by floodlights. Repairs to chloride corrosion of the bridge's deck were carried out in the early 21st century using an innovative electrolytic method

Traffic on the bridge continued to grow to over 80,000 vehicles a day, and there was frequent congestion. In order to alleviate this, a further crossing was built, known as the Mersey Gateway Bridge. It is a through arch bridge with a main arch span of 361 yards (330 m). It was opened in 1961 as a replacement for the Widnes-Runcorn Transporter Bridge. In 197577 the carriageway was widened, after which the bridge was given its official name in honour of the Queen's Silver Jubilee. It carries the A533 road and a cantilevered footway. The bridge is recorded in the National Heritage List for England as a designated Grade II listed building. The bridge was closed to vehicles for refurbishment upon the opening of the new Mersey Gateway Bridge, but reopened as a toll bridge in February 2021
In 1977 the carriageway was widened by incorporating the footpaths, giving it four lanes, and a cantilevered foot-way was built on the east side of the bridge. This work was completed in 1977 and in that year the bridge was renamed from Runcorn Bridge to the Silver Jubilee Bridge to commemorate the Queen's Silver Jubilee.
Since 1994 the bridge has been illuminated at night by floodlights. Repairs to chloride corrosion of the bridge's deck were carried out in the early 21st century using an innovative electrolytic method

Traffic on the bridge continued to grow to over 80,000 vehicles a day, and there was frequent congestion. In order to alleviate this, a further crossing was built, known as the Mersey Gateway Bridge. UKHSA warns of lower levels of natural immunity to flu this year and increased coronavirus (COVID-19) circulation
The UK Health Security Agency (UKHSA) is urging everyone eligible for a free flu vaccine and a COVID-19 booster to take up the offer as soon as possible ahead of what could be a difficult winter with respiratory viruses circulating widely.
International surveillance shows that H3N2 a subtype of influenza type A is currently the most-commonly detected flu virus worldwide. H3N2 has recently caused waves of infection in southern hemisphere countries such as Australia, which has also experienced flu circulating earlier than usual in their winter season.
This H3N2 strain circulated in the UK last winter but was held largely in check by COVID-19 restrictions when people mixed a lot less and worked from home. This helped to protect people from catching flu but has also led to lower levels of natural immunity to this strain building up within the population.
There was record uptake of the flu jab in people aged 65 and over in 2021 and 2022 (82%), though there was lower uptake among people in clinical risk groups and pregnant women and these groups are particularly encouraged to come forward this year.
All primary school children and some secondary school children are eligible for the flu nasal spray this year, which is usually given at school. GP surgeries are also inviting children aged 2 and 3 years old (age on 31 August) for this nasal spray vaccination at their practices.
Most young children will not have encountered flu yet. This means they will not have built up any natural immunity to this virus, so it is particularly important for them to take up the flu vaccine this year.
In addition to the predicted flu wave, we have early indications that COVID-19 rates are beginning to rise ahead of winter, increasing the threat to people's health

Fixed penalty notices were originally introduced for parking and motoring offences, currently continuing in Great Britain under powers provided by the Road Traffic Act 1991 as well as in Northern Ireland

The authors of the Buildings of England series express the opinion that it is one of the most satisfactory Perpendicular churches of Cheshire and its setting brings its qualities out to perfection
It is an impressive church, built generally in the Perpendicular style although the long, and older north transept is constructed in the Decorated style. Built in red sandstone,[2] its plan consists of a west tower, a six-bay nave with a clerestory, north and south aisles, and a chancel flanked by chapels to the north and south. The north transept forms the Lady Chapel and the shorter south transept is the Warburton Chapel. At the west end of the south aisle is the south porch. The entire church is crenellated. On the north side of the tower is a sculpture of Saint Christopher and on the south side one of the Blessed Virgin. It has diagonal buttresses and an octagonal south-west turret, a Tudor-arched west window, small arched ringers' windows on the north, west and south faces, a clock on west face, and two-light belfry windows with stone louvres. Its top is crenellated with eight crocketed pinnacles.
