The project was ditched as Prime Minister Rishi Sunak and Chancellor Jeremy Hunt bid to plug an estimated £50billion black hole in public coffers.
No10 confirmed the Government was committed to the Integrated Rail Plan announced last November - which watered down the NPR scheme and axed HS2's eastern leg to save cash in favour of a new £96bn upgrade plan.
The Government was accused of a Great Train Robbery when it unveiled the controversial blueprint 12 months ago.
Former Transport Secretary Grant Shapps said there 'wasn't really much point in going and blasting new tunnels through the Pennines'. During her doomed seven-week premiership, PM Liz Truss reinstated pledges to build HS3 in full, linking the North's six big cities - Newcastle, Leeds, Hull, Sheffield, Manchester and Liverpool and Manchester Airport.
But Mr Sunak has now reversed that pledge in yet another trashing of his predecessor's promises.
His spokesman said: We are committed to the Integrated Rail Plan, which delivers a high speed line and transport improvements across the North
He said: The line itself can deliver a 33-minute journey from Manchester to Leeds, quadruple nearly the capacity of that line, and do so without having to wait an extra 20 years beyond the delivery of what the upgrade can do.

The city was a small manorial borough in the 13th century and a market town in the 16th century. It expanded by becoming a major production centre, including of carbonated water where it was invented in the 1760s, and trading centre (mainly with wool) for the 17th and 18th centuries. The original M&LR single-storey offices facing Hunt's Bank Approach were built in the Italianate style in sandstone ashlar with slate roofs in 1844. They were later enlarged and given a second storey. William Dawes built the station's larger extension for the L&YR in 1909. It is at right-angles to the north end of the old station giving the enlarged station an L-shaped plan. Facing Victoria Station Approach, its façade is in the Edwardian neo-Baroque style, four storeys high and 31 bays to the rounded corner at the south-east end. The ground floor windows have rounded heads and those on the floors above are square. The ornate glass and iron canopy along the façade displays the names of destinations that the station served in Art Nouveau lettering. The canopy was damaged by the Provisional IRA's 1996 bomb placed in a street adjacent to the Arndale Centre and was restored four years later.
Heritage features in the concourse were restored during the 2013-15 renovation, they include the café with its glass dome and mosaic lettering which was originally the first-class dining room, the adjacent bookstall, and the original 1909 wood-panelled booking hall. In the entrance is a large, white glazed tiled map showing the former network of the Lancashire and Yorkshire Railway.
Underneath the map is a bronze World War I war memorial with effigies of Saint George and Saint Michael at each end which was installed in 1923. At the south end of the concourse is the 'soldier's gate' which opened to the former fish docks from where thousands of soldiers departed for World War I and where a bronze plaque was erected to commemorate them. The gateway was restored in 2015 and a steel screen inserted featuring a map of World War I Commonwealth grave cemeteries in Northern France and Belgium.
The station received Grade II listed building status in 1988

The artwork, commissioned and funded by the Friends of Padgate Station, was unveiled by Cllr Tony Higgins on Tuesday, December 19.
Ceramics artist Deborah Podmore enlisted the help of pupil from Christ Church Church of England Primary School on Station Road in Padgate to create the piece.
Featuring thumbprints of every child at the school, the mosaic depicts Padgate Station, RAF Padgate and Christ Church Padgate.
Founded in 2016, the Friends of Padgate Station is part of the Longbarn Residents Association and is planning £200,000 of improvements at the site.
Chairman Bob McLaughlin said: The mosaic is framed by tiles made by the children with the thumbprints of every child in the school along with their initials to remind all future generations of this beautiful piece of artwork and an excellent example of a local community project.
The unveiling marks the first phase of art being commissioned by the Friends of Padgate Station.
Phase two is due to be unveiled towards the end of January, whereby all the boarded up windows on the platform side of the main station building will be covered with 3D artwork depicting Padgate - both modern and for generations past.
The friends group has been in long term discussions with Northern Rail with the aim to have the station completely revamped in the future - hopefully along the lines of Irlam Station - to make it a community asset for the future and something for all residents in the area to be proud of, rather than the dowdy image it projects at the moment.
More than 200 pupils from Christ Church as well as parents, grandparents and dignitaries were present at the grand unveiling of the mosaic.

Services are operated by Avanti West Coast, Merseyrail, Northern and Transport for Wales. From 1875 to 1969 the station was known as Chester General to distinguish it from Chester Northgate. The station's Italianate frontage was designed by the architect Francis Thompson.
Work on a £10 million regeneration scheme, the Chester Renaissance programme was completed in 2007. The development includes a new roof, improved customer facilities and improved access to the station. A plaque commemorating Thomas Brassey is installed on the wall opposite the booking office. The station marks one end of the Baker Way a footpath leading to Delamere railway station.

Starting in 2005, the station was restored in the Chester Renaissance Project. Improvements made by Network Rail included groundworks around the east end frontage and repairs to the façade's east and west wings, renewal of the roof's glazing, enhancements to the train shed and other general improvements. Improved local traffic management and access to the station was achieved by alterations to Station Square which were completed in December 2007. Architectural lighting was installed in strategic areas and a new concourse was opened by Arriva Trains Wales in October 2008. Between 2009 and 2010, improvements included a second staircase to access the island platform, structural repairs to platforms, restoration of the overbridge and work to enhance the station's frontage.
The station is recorded in the National Heritage List for England as a Grade II* listed building. It is one of 22 Grade I or II* listed railway stations in England

It is located on the southern route of the Liverpool to Manchester Lines (the former Cheshire Lines Committee route between Liverpool and Manchester), being situated approximately halfway between the two cities. Central station is served by diesel stopping trains between Liverpool and Manchester, and diesel express services between Liverpool and Manchester Airport, as well as between Liverpool and East Anglia.
Central station has no electrified lines, being served only by diesel trains.
Main station building faces away from the town and is of a classical style with some polychrome brickwork. Most of it is rented out to small businesses, the booking office and other facilities having been relocated to a modern building at a lower level. From street level, passengers climb six steps or a short ramp to reach the booking office, and climb further steps to the platforms. Disabled passengers can now easily access both platforms as lifts were installed in June 2008, making Warrington Central fully accessible for the first time.
The station has a customer service office, toilets, waiting rooms, a newsagent and a coffee stall. The entrance building was enlarged and modernised in 201011.
Outside there is a car park and a taxi rank. The station is located close to Warrington Bus Interchange.
The adjoining Cheshire Lines Warehouse (a listed building) has been redeveloped as apartments, along with six new apartment blocks
Northern Trains operates two through stopping services in each direction from Liverpool Lime Street to Manchester Oxford Road. Late evening services operate between Warrington and either Manchester or Liverpool.

Despite the small size of the city, York is one of the most important railway stations on the British railway network because of its role as a key railway junction approximately halfway between London, the capital of England, and Edinburgh, the capital of Scotland. There was a Lancashire and Yorkshire Railway station adjacent but this closed in 1917. The main function of the station was as a junction for the Stockport-Stalybridge Line, which allowed passengers from London and the South to transfer to the Huddersfield Line. This role has been lost since it is now possible for passengers to change at Manchester Piccadilly station. The Micklehurst Loop also diverged from the original 1849 Huddersfield & Manchester main line here - it was closed in 1966, but the disused tunnel it used to pass below the town's northern suburbs can be seen alongside the original one that is still used today by trains heading to and from Yorkshire.

First TransPennine Express runs regular inter-city services between the major cities of Northern England as well as to the Central Belt of Scotland.
