Scots are facing an uphill battle to access their cash after a large number of bank and cash machine closures, a consumer organisation has warned.
Research by Which? found 339 Scottish bank branches had closed their doors since 2015, while 290 ATMs had been withdrawn in the past year.
It urged the UK government to appoint a regulator to protect access to cash.
HM Treasury said it recognised the continued importance of cash, especially for more vulnerable people.
It added the existing payment systems regulator was closely monitoring developments within ATM provision.
Which? said the closure of cash machines, the majority of which were free to use, had hit Scotland harder than other parts of the UK because of its many rural communities, combined with an already devastated bank branch network.
In Scotland, withdrawals from machines were down just 3.3% in 2017-18, compared with larger drops of 8.5% and 7.7% in London and the south east of England respectively.

Cooking Without Gas: helping families in Scotland
With Scottish Government estimates that fuel poverty has risen to a shocking 29% of households in Scotland due to Covid-19, Energy Action Scotland has galvanised the support of its members and the general public to help struggling families eat hot food this winter.
In a year like no other, families are facing a winter of hardship stuck in hard to heat homes struggling after job losses and months of reduced working hours. A catastrophic increase in the number of people struggling to afford their energy needs will have a grievous effect on the health and wellbeing for hundreds of thousands of people this year.
Energy Action Scotland launched a successful crowdfunder to pay for pressure cookers and partnered up with Gary Maclean, National Chef of Scotland and Masterchef The Professionals Champion, to help families cook hot food at a time when so many services and amenities are closed.
Supported by Warmworks Scotland and A.C.Whyte, Energy Action Scotland and Gary Maclean are launching freely available ?how to' videos that will help struggling families reduce energy bills by cooking in a pressure cooker funded by our JustGiving appeal.
Gary Maclean is a multi-award-winning chef who has run the kitchens at Glasgow's Gallery of Modern Art and the Burrell Collection and has held executive chef positions at two of Scotland's biggest independent operators. Gary went on to win Masterchef The Professionals in 2016 and was then announced as Scotland's first ever National Chef in 2018.
As a Dad of five, Gary is a huge fan of pressure cookers which he uses daily as he works and feeds his family in Glasgow. He said,

After a period of rapid growth, Metro Bank hit difficulties in early 2019 when it announced it had insufficient capital to meet regulatory requirements, following the discovery of an error in the way it categorised its commercial loans for capital adequacy purposes. As a result, it had to raise an additional ?350m of capital. Concerns over the announcement and the bank's ability to raise the capital resulted in the bank's share price falling by 75% in less than four months, and large depositors withdrawing cash, because of adverse sentiment.
Metro Bank was granted its licence by the Financial Services Authority on 5 March 2010, the first high-street bank to be granted such a licence for over 150 years. It planned to open between 200 and 250 branches in Greater London within ten years of starting up. Its first branch opened on 29 July 2010 in Holborn, central London
Metro Bank increased its account holders by 50% in the first half of 2013 for a total of 200,000 customer accounts, including 15,000 business accounts. It was aiming to have 200 UK branches open by 2020.
In January 2019, Metro Bank admitted classifying a portfolio of commercial loans for capital purposes incorrectly, thereby failing to hold sufficient capital to meet regulatory requirements
the error applied to around 10% of its loan book. The miscalculation was identified through a review by the Prudential Regulation Authority (PRA) but Metro Bank erroneously gave the impression that the bank had identified the incorrect classification itself. To correct the error in the capital classification, Metro Bank announced a ?350m share issue and said it would reduce its growth plans.

Description: Tony Smith image Alamy 2JRJ9RM - Xavier Petulengro (8 July 1878 - 16 June 1957), more often known as Gipsy Petulengro, was a British Romanichal horse trader, violinist, businessman, writer and broadcaster, known as the King of the Gypsies. He frequently broadcast on BBC radio in the 1930s and 1940s, and later wrote regular astrology columns in magazines as well as publishing his autobiography and several books on Romani lore.
Life
Details of his birth and childhood are uncertain. Sources suggest that he was born in Rochdale, Lancashire, to a Romani family, and probably lived for part of his childhood near Galai in Romania, where his father traded Welsh ponies. He also used the family names Walter Lloyd and Walter Smith. According to his own autobiography, he was the grandson of Ambrose Smith (c.1804-1878), known as Jasper Petulengro, the semi-fictionalised subject of the books Lavengro and Romany Rye by George Borrow. In order to support this connection he antedated his birth to 1859. The name 'Petulengro', comes from the Sanskrit 'Petul' meaning horseshoe and 'Engro' from the Romani meaning man or thing, hence 'Blacksmith'.
Unusually among Gypsies at the time, he learned to read and write, later claiming that this was due to the assistance of Admiral Arthur Wilson VC of the Royal Navy and his sister, but also with the help of a farmer's wife, Martha Clark, in Whitehaven, Cumberland, where the family spent several winters. As a young man he followed his father into the horse-trading business, and also served in the British army, allegedly signing up after getting involved in a fight with a gamekeeper.
In the 1920s, when living in Manchester, he was invited to help re-establish a tradition of Gypsy parties at Baildon in Yorkshire, which had taken place in the area for several centuries but which had died out after 1897. In 1929 the annual parties were revived, with 'real' Gypsies attending alongside local people dressed up in costume

Ready Money was a wealthy Parsee industrialist from Bombay who donated it to The Regent's Park in 1869 as a thank-you for the protection that he and fellow Parsees received from British rule in India.
The sculpture contains 10 tonnes of Sicilian marble and four tonnes of red Aberdeen granite. It was unveiled by Princess Mary of Teck, later Queen Mary after whom Queen Mary's Gardens are named.

The move would see the price of an Edinburgh to Glasgow season ticket go up ?67 to ?4,267.

Rail fares to rise despite passenger slump
This means tickets, such as standard day return tickets in the Edinburgh commuter area or all fares in the Strathclyde area, would increase by 1.6% in January.
Off-peak regulated fares are capped at 1% below RPI so would go up by 0.6%.
There has been speculation that the UK's national and devolved governments could seek to delay the 2021 rise given the effects of coronavirus and record-low passenger numbers.
Passenger watchdog Transport Focus has called for a major shake-up of rail fares to encourage passengers back to the railways following the collapse in demand caused by the coronavirus pandemic.
Chief executive Anthony Smith said a system that fits the way we live and travel now is needed, including flexible season tickets, carnet-style tickets and better value for money fares across the board.
'Considering the options'
A Transport Scotland spokesman said it was considering the options for future fares and tickets as part of wider recovery work in the rail industry in the wake of the pandemic.
He added: The Scottish government is committed to ensuring that rail fares are affordable for passengers and taxpayers across Scotland.
We have taken action to keep fares down and ScotRail fare are still on average, 20% cheaper than those across the rest of the UK.

Royal Maundy is a religious service in the Church of England held on Maundy Thursday, the day before Good Friday. At the service, the British monarch or a royal official ceremonially distributes small silver coins known as Maundy money (legally, the King's Maundy money) as symbolic alms to elderly recipients. The coins are technically legal tender, but typically do not circulate due to their silver content and numismatic value. A small sum of ordinary money is also given in lieu of gifts of clothing and food that the sovereign once bestowed on Maundy recipients.
The name Maundy and the ceremony itself derive from an instruction, or mandatum, of Jesus Christ at the Last Supper that his followers should love one another. In the Middle Ages, English monarchs washed the feet of beggars in imitation of Jesus, and presented gifts and money to the poor. Over time, additional money was substituted for the clothing and other items that had once been distributed. Beginning in 1699 the monarch did not attend the service, sending an official in his place. The custom of royal representatives washing the feet of beggars did not survive the 18th century.
Maundy money is struck in denominations of one penny, two pence, three pence, and four pence. Until the 18th century the coins given were from the circulating coinage, and it was not until the latter half of the century that the four Maundy coins developed as distinct, noncirculating pieces. The obverse design of the coins features the reigning monarch. The bank was established on 1 May 1859 by Colonel Edward Akroyd of Halifax. Based in Leeds in the West Riding of Yorkshire it was known as the West Riding Penny Savings Bank. It had originally been planned as a provident society but the status of savings bank was eventually chosen.
In its centenary year of 1959, the bank's name changed to Yorkshire Bank Limited. During the 1970s the bank became one of the first to offer fee free banking whilst in credit, a move that took bigger rivals a decade to follow. In 1982, it adopted public limited company status.
During the Miners' Strike from 1984 to 1985, the bank offered miners who were mortgage holders a deferment, allowing them to postpone payments for the duration of the dispute. The strike took place in the bank's heartland and many miners were customers, having been encouraged by the National Coal Board to have their pay mandated to a bank account.
In 1990, the National Australia Bank Group acquired the bank from the consortium of owning banks which, after mergers and acquisitions, were the National Westminster Bank, (holders of 40%), Barclays Bank (32%), Lloyds Bank (20%), and Royal Bank of Scotland (8%). The price paid was ?1 billion and the bank joined National Australia Bank's other European businesses, Clydesdale Bank (Scotland) and Northern Bank (which operated in both jurisdictions in Ireland).
In May 2005, the National Australia Bank announced its intention to merge the Yorkshire Bank with the Clydesdale under one operating licence.

Opened on 14 December 1896, it is the third-oldest underground metro system in the world after the London Underground and the Budapest Metro. They originated in Europe during the 18th century with the aim of providing access to savings products to all levels in the population. Often associated with social good these early banks were often designed to encourage low income people to save money and have access to banking services. They were set up by governments or by socially committed groups or organisations such as with credit unions. The structure and legislation took many different forms in different countries over the 20th century.

It is the second largest Chinatown in the United Kingdom and the third largest in Europe. The first settlers to arrive in the city came in the early 20th century
according to the BBC, Many arrived alone and were engaged in what was seen as the traditional trade of laundries. Manchester's first Chinese restaurant, Ping Hong, opened on Mosley Street in 1948, on the eve of a Chinese immigration wave that would commence during the 1950s. Manchester did not have a significant Chinese population, reaching only about 2,000. However, after World War II, there were severe labour shortages, and in response, the government passed the British Nationality Act 1948, which allowed easier access into the country. Additionally, Hong Kong's rapid urbanisation meant that many farmers and traditional residents' homes were being destroyed by the urban sprawl, so many decided to migrate.
The area's beginnings are rooted in the restaurant business, as many Chinese restaurants surfaced soon after the immigration boom. By the 1970s other Chinese businesses began to emerge, such as medicine shops, Chinese supermarkets, as well as financial and legal services, all serving the employees of the expanding number of Chinese restaurants in the area. There was even a Hong Kong government office and a branch of The Hongkong and Shanghai Banking Corporation during the 1970s. In 1989 the Chinese Arts Centre opened in Chinatown. In 2013 the Bank of East Asia opted to open their first Manchester branch in Chinatown, situated on Charlotte Street. The branch officially opened on 25 October 2013, in a ceremony attended by the Lord Mayor of Manchester.

The right of Scottish banks to issue notes is popularly attributed to the author Sir Walter Scott, who in 1826 waged a campaign to retain Scottish banknotes under the pseudonym Malachi Malagrowther.
Scott feared that the limitation on private banknotes proposed with the Bankers (Scotland) Act 1826 would be have adverse economic consequences if enacted in Scotland because gold and silver were scarce and Scottish commerce relied on small notes as the principal medium of circulating money. His action eventually halted the abolition of private banknotes in Scotland.
Scottish and Northern Irish banknotes are unusual, firstly because they are issued by retail banks, not central banks, and secondly, as they are not legal tender anywhere in the UK ? not even in Scotland or Northern Ireland ? they are in fact promissory notes.
Seven retail banks have the authority of HM Treasury to issue sterling banknotes as currency. Despite this, the notes can be refused at the discretion of recipients in England and Wales, and are often not accepted by banks and exchange bureaus outside of the United Kingdom. This is particularly true in the case of the Royal Bank of Scotland ?1 note, which is the only ?1 note to remain in circulation within the UK.
In 2000, the European Central Bank indicated that, should the United Kingdom join the euro, Scottish banks (and, by extension, Northern Ireland banks) would have to cease banknote issue. During the Financial crisis of 2007?2008, the future of private banknotes in the United Kingdom was uncertain. It has been suggested that the Banking Act 2009 would restrict the issue of banknotes by commercial banks in Scotland and Northern Ireland by removing many of the provisions of the Acts quoted above.Banks would be forced to lodge sterling.

Description: Tony Smith image Alamy 2BGRC2C - A new type of coin-box was introduced, the well-known Button A and Button B prepayment equipment, and for over 25 years its design remained unchanged despite various developments in the design of kiosks. It was usually installed in both automatic and central battery manual exchange areas. To make a call in automatic areas, users inserted the appropriate fee which prepared the circuit for dialling. In manual areas, callers were connected to the operator on insertion of the call fee and, in both cases, the caller then depressed Button A. This allowed the coins to be deposited into the cash box and the call to be transmitted. If a call could not be connected for some reason, or if there was no reply, Button B was depressed, the line was disconnected for five to seven seconds and all the coins were returned to the caller.
Although 6d (2p) and 1/- (5p) slots were available for other calls, the minimum fee necessary to make a local call at the time was 2d. The mechanism was originally designed to check the presence of two pennies by a weighing operation. It was set to a minimum and maximum acceptable weight for the coins as a safety margin, but as the fee was gradually increased to 3d and then 4d the safety margin became smaller and eventually unacceptable. A mechanical counter was considered too expensive as the modifications needed would have been too many and too complex. To overcome this problem a new mechanism was devised by Hall Telephone Accessories Ltd and was in effect a combination of the two basic methods: three pennies were checked by weight and the mechanism waited for the insertion of the fourth penny before allowing the call. The system required the smallest amount of additional equipment and could be easily fitted. A limitation was that it could not be easily adapted for an increase beyond 4d.
In 1959 the first versions of the new Pay-on-Answer payphones were being introduced and at the end of the 1950s began to supersede the 'Button A and B' models.

I was a late convert to the Dandy's and their friends/enemies The BJM who I saw live recently.
The band's name is a pun on the name of American pop artist Andy Warhol and originate from Portland, Oregon in 1993. Influences include The Velvet Underground, the Beach Boys and The Rolling Stones.
The band first achieved success in the UK after the release of their second Album 'The Dandy Warhols Come Down' in 1997. The promotional video for this single 'Not If You Were The Last Junkie on Earth' was directed by celebrity fashion photographer David LaChapelle, and it earned them acclaim outside the US.
Along with The Brian Jonestown Massacre (BJM), The Dandy Warhols were the subjects of the 2004 documentary DiG! This film captured a love-hate relationship between both bands, highlighting the interaction of BJM frontman Anton Newcombe and Courtney Taylor. It was recorded over the course of seven years by Ondi Timoner, and won the Documentary Grand Jury Prize at the 2004 Sundance Film Festival.

The illegal drug trade is a global black market, competing with legal drug trade, dedicated to cultivation, manufacture, distribution and sale of those substances which are subject to drug prohibition laws. Most jurisdictions prohibit trade, except under license, of many types of drugs by drug prohibition laws.
A UN report said the global drug trade generated an estimated US$321.6 billion in 2003. With a world GDP of US$36 trillion in the same year, the illegal drug trade may be estimated as slightly less than 1% of total global commerce. Consumption of illegal drugs is widespread globally.
Cocaine (benzoylmethylecgonine) is a crystalline tropane alkaloid that is obtained from the leaves of the coca plant. The name comes from 'coca' in addition to the alkaloid suffix -ine, forming cocaine. It is a stimulant of the central nervous system, an appetite suppressant, and a topical anesthetic.
For over a thousand years South American indigenous peoples have chewed the leaves of Erythroxylon coca, a plant that contains vital nutrients as well as numerous alkaloids, including cocaine. The coca leaf was, and still is, chewed almost universally by some indigenous communities.
The remains of coca leaves have been found with ancient Peruvian mummies, and pottery from the time period depicts humans with bulged cheeks, indicating the presence of something on which they are chewing. There is also evidence that these cultures used a mixture of coca leaves and saliva as an anesthetic for the performance of trepanation.
When the Spanish arrived in South America, most at first ignored aboriginal claims that the leaf gave them strength and energy, and declared the practice of chewing it the work of the Devil. But after discovering that these claims were true, they legalized and taxed the leaf, taking 10% off the value of each crop.
In 1569, Nicol\u00e1s Monardes described the practice of the natives of chewing a mixture of tobacco and coca leaves to induce 'great contentment'.
Crack is a lower purity form of free-base cocaine and contains sodium bicarbonate as impurity. Freebase and crack are often administered by smoking. The origin of the name is from the crackling sound (hence the onomatopoeic \u201ccrack\u201d) produced when cocaine containing impurities are heated.
The trade north of drugs and south of cash and weapons continues in the Americas regardless of prohibition, cival and military enforcement. As I type this I am listening to the story of dead bodies found near San Fernando in Mexico,Tamaulipas state, the corpses are reportedly those of 58 men and 14 women. It appears to be among the biggest mass graves linked to drug cartel violence to be uncovered in Mexico.

'Prince Charles and the City Beat Band' recorded three albums on Virgin Records from the early to mid 80's, and achieved their biggest successes on the European charts. Charles Alexander fronted the group as the lead singer and multi instrumentalist. The futuristic wind synthesizer called the 'Lyricon' was the instrument that made his brand of next generation p-funk unique, and the group's sound incorporated many of the devices that would propel rap music to the forefront of the American music scene.
My introduction to them was via a 12' single Karen a friend from Uni let me borrow. From the first play I was hooked. Give this a listen, if you have any soul leanings I think you may like this.

However, the metaphor was first recorded in the twelfth century and attributed to Bernard of Chartres. It was famously uttered by seventeenth-century scientist Isaac Newton. British scientist Stephen Hawking also wrote a bestselling book called 'On the Shoulders of Giants' based on Newton's quotation.
Also of course the quotation can also be found on many British Sterling two pound coins. The British two pound (\u00a32) coin was first issued as a commemorative coin in 1986 to celebrate the Commonwealth Games in Scotland. Six further commemorative issues followed between 1989 and 1996. These coins did not circulate in large numbers.
After a review of the UK coinage, it was decided that a general-circulation \u00a32 coin was needed, and a new bi-metallic design was issued in 1998 (dated 1997). There is an urban myth about the coin is that putting it in the freezer overnight causes the cupro-nickel centre to pop out, a claim which had been true of some early mintings of the similarly bimetallic Canadian 2 dollar coin.
Due to the coin being bi-metallic it is difficult to reproduce. Most counterfeits that have been produced have a painted outer ring which soon wears off, and are easy to detect and deface. I have had one and they are b**gers to get rid off.

Its in an unloved street near an old cabinet works building. On this day I passed the lights were on so I walked in. No tripod, so the panorama was hand held.
Cairo Street Chapel is the second oldest surviving place of worship in Warrington and is tucked away just away from the modern shopping area. It holds a lot of history of the town in many of the characters connected with it.
Robert Yates was the founder, ejected from the Church of England in 1662, he obtained a licence for public worship. In 1689, religious dissent was permitted by the Act of Toleration. This Act enabled Dissenters to build their own places of worship and in 1703, following the raising of sufficient money through subscriptions, a chapel was built on land behind Randle Myddleton's Smithy in Sankey Street. This is now Cairo Street.
A deed signed between Dr. Charles Owen Minister of the Chapel and the Earl of Warrington refers to a late erected building or meeting place.
It was during the ministry of Dr. Owen in 1745 that the present larger chapel was built.
Dr. Owen was the minister of the chapel for fifty years from 1696 to 1746 and it was he who lead consolidation and growth of the chapel.
In 1863 the chapel was extensively repaired, the old gallery was taken down and the interior re-seated to make it look much as it does in this photograph.
The Revd. John Seddon followed Charles Owen in the Ministry at Cairo Street Chapel or Sankey Street Chapel as it was then known. The son of a dissenting Minister born in Hereford and educated at Caleb Rotherham's Academy in Kendal, he campaigned and fundraised tirelessly for the establishment in 1757 of The Warrington Academy.
He was a lecturer at the Academy, its Secretary and Minister of the Chapel. Active in many spheres of dissenting and town life, John Seddon was the first President of The Warrington Public Library.

Chip and Pin heralded a new secure era in cardholder present card use.
Some food for thought however, it has been recently claimed that chip and pin can be possibly comprimised.
On 11 February 2010 Murdoch and Drimer's team at Cambridge University announced that they had found 'a flaw in chip and PIN so serious they think it shows that the whole system needs a re-write' that was 'so simple that it shocked them' A stolen card is connected to an electronic circuit and to a fake card which is inserted into the terminal. Any 4 digits are typed in and accepted as a valid PIN. A team from the BBC's Newsnight programme visited a Cambridge University cafeteria (with permission) with the system, and were able to pay using their own cards (a thief would use stolen cards) connected to the circuit, inserting a fake card and typing in '0000' as the PIN. The transactions were registered as normal, and were not picked up by banks' security systems. A member of the research team said 'Even small-scale criminal systems have better equipment than we have. The amount of technical sophistication needed to carry out this attack is really quite low'. It is not known if this vulnerability has been exploited.
When approached for comment, several banks each said that this was an industry-wide issue, and referred the Newsnight team to the banking trade association for further comment. According to Phil Jones of the Consumers' Association, chip and PIN has helped to bring down instances of card crime, but many cases remain unexplained 'What we do know is that we do have cases that are brought forward from individuals which seem quite persuasive'.
Originally bank customers had to prove that they had not been negligent with their PIN before getting redress, but UK regulations in force from 1November 2009 placed the onus firmly on the banks to prove that a customer has been negligent in any dispute, with the customer given 13 months to make a claim. Murdoch said that '[the banks] should look back at previous transactions where the customer said their PIN had not been used and the bank record showed it has, and consider refunding these customers because it could be they are victim of this type of fraud'.

The premium savings bonds are a bit nostalgic for the British and started in the 1950's. I have \u00a32 of bonds that my parents bought for me in the 1960's.
It could have been one of those that won here, or a few more recent ones I got on-line, I will never know.
Still a cheque is as good as money for the moment. I better rush to teh bank before 11 March 2010 and get it paid in.
The bonds are drawn at random by the 4th generation ERNIE computer. This uses thermal noise in transistors as its source of entropy for generating random bond numbers. The original ERNIE used a gas neon diode. In each case the randomness of electrons and natural unpredictable variance of the physical processes involved mean that systematic trends and similar cumulative effects that affect any pseudorandom number generator are reduced greatly, if not eliminated.
ERNIE's output is independently tested each month by an independent actuary appointed by the government and the draw is only valid if the output passes tests that indicate it is statistically random. In case you were wondering.

The english brown ten bob note note here was issued by issued by the Bank of England. It started to disappear when the multi-edged fifty pence piece was introduced, a great silver medalion of a thing, larger than the one today in circulation.

The Deutsche Mark or German mark was the official currency of West Germany (1948\u20131990) and Germany (1990\u20132002) until the adoption of the euro in 2002. The old East Germany had their own 'East German Mark' or Ostmark or Mark der DDR.
It was first issued under Allied occupation in 1948 replacing the Reichsmark, and served as the Federal Republic of Germany's official currency from its founding the following year until 1999, when the Mark was replaced by the euro
its coins and banknotes remained in circulation, defined in terms of euros, until the introduction of euro notes and coins in early 2002.
The Deutsche Mark ceased to be legal tender immediately upon the introduction of the euro\u2014in contrast to the other Eurozone nations, where the euro and legacy currency circulated side by side for up to two months. DM coins and banknotes continued to be accepted as valid forms of payment in Germany until 28 February 2002.

Unfortunately in recent months the German nation has been bailing a big chunk of Europe's eurozone out. Much to the iritation of the German nation I suspect.

The UK's main cash machine network LINK has published data showing that despite a 37% fall in ATM transactions in 2020, UK adults on average still withdrew more than ?1,500 each from cash machines.
Scotland saw the steepest fall, with adults withdrawing almost ?900 less than they did in 2019.
On average, UK adults visited ATMs 12 times less in 2020 than they did in 2019.
In recent years, as consumers use alternative payment methods such as contactless cards or online payments, ATM transactions have fallen on average around 10% year-on-year.
However, in April 2020, when the UK went into the first national lockdown, ATM transactions fell initially by up to 68%.
Despite subsequent lockdowns, on average more than ?1.6bn was still withdrawn for cash machines every week for the rest of 2020.

People continued to use less cash last year with new figures showing the number of withdrawals from ATMs fell 6 per cent annually.
A total of ?79billion was withdrawn from cash machines in 2021 compared to ?81billion in 2020, according to data by Link, the UK's main cash machine network.

The right of Scottish banks to issue notes is popularly attributed to the author Sir Walter Scott, who in 1826 waged a campaign to retain Scottish banknotes under the pseudonym Malachi Malagrowther.
Scott feared that the limitation on private banknotes proposed with the Bankers (Scotland) Act 1826 would be have adverse economic consequences if enacted in Scotland because gold and silver were scarce and Scottish commerce relied on small notes as the principal medium of circulating money. His action eventually halted the abolition of private banknotes in Scotland.
Scottish and Northern Irish banknotes are unusual, firstly because they are issued by retail banks, not central banks, and secondly, as they are not legal tender anywhere in the UK ? not even in Scotland or Northern Ireland ? they are in fact promissory notes.
Seven retail banks have the authority of HM Treasury to issue sterling banknotes as currency. Despite this, the notes can be refused at the discretion of recipients in England and Wales, and are often not accepted by banks and exchange bureaus outside of the United Kingdom. This is particularly true in the case of the Royal Bank of Scotland ?1 note, which is the only ?1 note to remain in circulation within the UK.
In 2000, the European Central Bank indicated that, should the United Kingdom join the euro, Scottish banks (and, by extension, Northern Ireland banks) would have to cease banknote issue. During the Financial crisis of 2007?2008, the future of private banknotes in the United Kingdom was uncertain. It has been suggested that the Banking Act 2009 would restrict the issue of banknotes by commercial banks in Scotland and Northern Ireland by removing many of the provisions of the Acts quoted above.Banks would be forced to lodge sterling.
