Royal Mail is facing an investigation by the industry watchdog after it failed to meet its delivery targets over the past year.
Ofcom said it would consider whether any exceptional events explained why Royal Mail fell short.
But if there were no satisfactory explanation, the regulator said it would consider imposing a fine.
The postal service delivered only 73.7% of First Class mail within a day - far short of the 93% target.
Ofcom said the impact of Covid was no longer an excuse for poor delivery performance.
If Royal Mail is fined, it would be its second penalty since 2019 when it paid out £1.5m for failing to deliver first class letters on time.
A Quality of Service report from Royal Mail also showed it delivered only 90.7% of second class mail within three days, below a target of 98.5%.
A spokesperson for Royal Mail said it was disappointed with its performance, adding: We will participate fully with any Ofcom's investigation.
Ofcom takes quality of service very seriously, the regulator said. In deciding whether the company is in breach of its obligations, we will consider if there were any exceptional events - beyond the company's control - that may have explained why it missed its targets.If it does not provide a satisfactory explanation and we determine that Royal Mail has failed to comply with its obligations, we may consider whether to impose a financial penalty, it said.
On Friday, Royal Mail's chief executive Simon Thompson announced that he would leave, meaning the company will soon be searching for its third boss in five years.
Royal Mail said its services had been affected by 18 days of strike action and that high levels of staff absence continued to hamper operations.
It said it hoped an agreement reached last month with Communication Workers Union (CWU) would resolve the matter and allow it to rapidly improve its services.

The Communication Workers Union (CWU), which represents about 115,000 postal workers, is close to agreeing multiple strike dates to take place later in April, the Guardian understands, in the long-running dispute between the company and union. A formal announcement of the strike dates is expected this week.

The original launch of Moonpig in 2000 coincided with the collapse of the dot-com bubble, which made progress difficult at first, but Jenkins raised further investment from private investors and venture capital, and the advent of broadband and digital cameras together with news spreading by word-of-mouth meant sales steadily increased, with the first profits being made in 2005. August 2013, a private developer discovered a vulnerability in the Moonpig API that made it possible for outsiders to retrieve the personal information of all three million of its users (names, birthdays, postal addresses, email addresses, phone numbers, the last four digits of credit card numbers, and credit card expiry dates), and informed Moonpig. Moonpig did nothing about it until the developer publicly announced the problem in January 2015, whereupon Moonpig disabled the API and its mobile apps pending an investigation. The six self-governing Australian colonies that formed the Commonwealth of Australia on 1 January 1901 operated their own postal service and issued their own stamps “ see articles on the systems on New South Wales (first stamps issued 1850), Victoria (1850), Tasmania (1853), Western Australia (1854), South Australia (1855) and Queensland (1860). Under section 51(v) of the Commonwealth of Australia Constitution 1900, postal, telegraphic, telephonic, and other like services became a Commonwealth responsibility.
The Commonwealth's Postmaster-General's Department became effective on 1 March 1901 (this agency would be disaggregated on 1 July 1975 in part into the Australian Postal Commission trading as Australia Post). All then-current colony stamps which continued on sale became de facto Commonwealth stamps. Some of these stamps continued to be used for some time following the introduction in 1913 of the Commonwealth's uniform postage stamp series. These stamps continued to be valid for postage until 14 February 1966 when the introduction of decimal currency made all stamps bearing the earlier currency invalid for use.
There have been many special issues. The first Christmas stamp appeared on 6 November 1957. In recent years, designs for the Christmas issue have alternated each year between the religious and the secular. From 1993, in October of every year, Australia Post has commemorated Stamp Collecting month with special issues, typically featuring topics that are of interest to children such as pets, native fauna and space. Commencing with the 2000 Sydney Olympic Games, during the Summer and Winter Olympic Games, stamps featuring Australians who have won an Olympic gold medal are issued on the next postal business day after the achievement.
