The Central Bank has raised concerns with the Government that three-quarters of Ireland's ATM network will no longer be under the control of retail banks by the end of the year.
The issue of the ATM network and the closure of bricks and mortar bank branches has been a political hot potato for the Government due to concerns around how older and more vulnerable cohorts of society might cope with such changes.
The regulator has outlined concerns on the matter in a submission to the Department of Finance's Retail Banking Review public consultation.
It said retail banks are selling their off-site ATMs to independent ATM deployers which, it noted, are unregulated. Just 25 per cent of Ireland's ATM network will be owned by retail banks by the end of the year compared to 100 per cent in 2015, it said.
In-branch services are also reducing, it said, with the number of bank branches countrywide set to reduce by 32 per cent compared to 2019.
The trend towards the withdrawal of cash and other in-branch services is being driven by commercial decision making, it said. We expect banks to ensure that the impact of their decisions are considered carefully and with a consumer-focused approach. The impact for all consumers, including those who are vulnerable, must be assessed by banks, to ensure changes to branches and in-branch services are undertaken in an orderly manner. We expect that vulnerable customers will be accomodated

Description: Tony Smith image Alamy 2MKF7H2 - The Wigan Casino was a nightclub in Wigan, England. Operating between 1973 and 1981, it became known as a primary venue for Northern soul music. It carried forward the legacy created by clubs such as the Twisted Wheel in Manchester, the Chateau Impney (Droitwich), the Catacombs (Wolverhampton) and the Golden Torch (Tunstall, Stoke-on-Trent). It remains one of the most famous clubs in Northern England. In 1978, allegedly the American music magazine Billboard voted Wigan Casino The Best Disco in the World, ahead of New York City's Studio 54. Although there is no tangible evidence of this award ever being publicised.
This England, a TV documentary about the Wigan Casino, was filmed in 1977. Russ Winstanley and Dave Nowell wrote a history of the club, Soul Survivors, The Wigan Casino Story, which was published in 1996.
Wigan Casino was the name of the last incarnation of a Wigan ballroom called the Empress. Local DJs Brian Rigby and Alan Cain approached lease owner Gerry Marshall to run all-nighters. Venue manager Mike Walker brought in Russ Winstanley, who had a DJ set at the local rugby club, to the Casino. At 2 am on Sunday 23 September 1973, Wigan Casino started its first-ever Northern soul all-nighter, with Winstanley as the DJ. After Winstanley and his helper Ian Fishwick, Kev Roberts was the third DJ at Casino all-nighters, who was quickly joined by Richard Searling Soul performers that performed there include Jackie Wilson, Edwin Starr and Junior Walker.
Young people from all over the UK regularly attended Wigan Casino to hear the latest northern soul artists and to dance. There were long queues to get in. The second dance floor, Mr M's, stayed open until 6 am and played oldies songs from a variety of DJs including Dave Evison and Steve Whittle. All-nighters generally ended with three songs that became known as the '3 before 8': Time Will Pass You By by Tobi Legend, Long After Tonight Is All Over by Jimmy Radcliffe, and I'm on My Way by Dean Parrish.

Following the Liverpool Blue Coat School's move to another site in 1906, the building was rented from 1907 onwards by the Sandon Studios Society. Based on the presence of this art society and the subsequent formation of the Bluecoat Society of Arts in 1927, the successor organisation laid claim to being the oldest arts centre in Great Britain, now called the Bluecoat.
The school was founded in 1708 by the Reverend Robert Styth (died 1713), rector of Liverpool, and Bryan Blundell, a sea captain and later twice Mayor of Liverpool (172122 and 172829). Originally constructed in 171617, the building was extended until 1718 to function as a boarding school. By the following year, it had 50 children, with room for 100 more, and construction was finally completed in 1725
On 3 May 1941, during the Liverpool Blitz, the concert hall and adjoining rooms were severely damaged by an incendiary bomb and during the following night the rear wing was destroyed by a bomb blast. Restoration took place after the war, being completed by 1951. It is recorded in the National Heritage List for England as a designated Grade I listed building, having been designated on 28 June 1952.
The Bluecoat Display Centre, a contemporary craft gallery, opened in the rear courtyard in 1959. Being known as the Bluecoat Arts Centre from the 1980s, it is now simply called the Bluecoat. From 2005, the building was further restored and a new wing added. It was reopened in March 2008 to coincide with Liverpool's year as European Capital of Culture.

Description: Tony Smith image Alamy 2M3JBMF - Shortly before midday on Saturday, 20 March 1993, The Samaritans in Liverpool received a bomb warning by telephone. According to police, the caller said only that a bomb had been planted outside a Boots shop. Merseyside Police sent officers to branches of Boots in Liverpool and warned the Cheshire Constabulary, who patrolled nearby Warrington. About 30 minutes later, at about 12:25, two bombs exploded on Bridge Street in Warrington, about 100 yards (90 m) apart. The blasts happened within a minute of each other. One exploded outside Boots and McDonald's, and one outside the Argos catalogue store. The area was crowded with shoppers. Witnesses said that shoppers fled from the first explosion into the path of the second. It was later found that the bombs had been placed inside cast-iron litter bins, causing large amounts of shrapnel. Buses were organised to ferry people away from the scene and 20 paramedics and crews from 17 ambulances were sent to deal with the aftermath.
Three-year-old Johnathan Ball died at the scene. He had been in town with his babysitter, shopping for a Mother's Day card. The second victim, 12-year-old Tim Parry, was gravely wounded. He died on 25 March 1993 when his life support machine was switched off, after tests had found only minimal brain activity. Another 54 people were injured, four of them seriously. One of the survivors, 32-year-old Bronwen Vickers, the mother of two young daughters, had to have a leg amputated, and died just over a year later from cancer.
The Provisional IRA issued a statement the day after the bombing, acknowledging its involvement but saying:
Responsibility for the tragic and deeply regrettable death and injuries caused in Warrington yesterday lies squarely at the door of those in the British authorities who deliberately failed to act on precise and adequate warnings
A day later, an IRA spokesman said that two precise warnings had been given in adequate time,one to the Samaritans and one to Merseyside Police

Dipped candles made from tallow were made by the Romans beginning about 1000 BCE. Evidence for candles made from whale fat in China dates back to the Qin Dynasty (221206 BCE). In India, wax from boiling cinnamon was used for temple candles.
Candles were primarily made from tallow and beeswax in ancient times[when?], but have been made from spermaceti (from sperm whales), purified animal fats (stearin), and paraffin wax in recent centuries
The manufacture of candles became an industrialised mass market in the mid 19th century. In 1834, Joseph Morgan, a pewterer from Manchester, England, patented a machine that revolutionised candle making. It allowed for continuous production of molded candles by using a cylinder with a moveable piston to eject candles as they solidified. This more efficient mechanized production produced about 1,500 candles per hour, (according to his patent, with three men and five boys [the machine] will manufacture two tons of candle in twelve hours). This allowed candles to become an easily affordable commodity for the masses
In 1848 James Young established the world's first oil refinery at the Alfreton Ironworks in Riddings, Derbyshire. Two paraffin wax candles were made from the naturally occurring paraffin wax present in the oil and these candles illuminated a lecture at the Royal Institution by Lyon Playfair. In the mid-1850s, James Young succeeded in distilling paraffin wax from coal and oil shales at Bathgate in West Lothian and developed a commercially viable method of production. The Paraffin wax was processed by distilling residue left after crude petroleum was refined.

The Appleton Thorn Village Hall near Warrington has been named the best in the country in CAMRA's Club of the Year 2019 awards, one of the most respected and well-known club awards in the UK.
This is the second time and almost 10 years to the date that the former school has won the accolade for its ever-changing range of seven beers from regional and micro-breweries. The attractive sandstone building is the hub of the community, housing a comfortable bar area, small pool room, garden area and bowling green. Home cooked food is served at Sunday lunchtime and the function room hosts quizzes, live music and an annual beer festival in October. The recent addition of a gin bar has proved popular with the club's members.
Keith Spencer, Club of the Year organiser said: This club is the very hub of the community, from hosting pre-school events to yoga, dance, Guides and rehearsals for the Vale Royal String Orchestra! It is a very deserving winning of this year's Club of the Year competition and a shining example of the intrinsic role that clubs can play in their local areas.

One of Grappenhall's best teams, it included some famous Grappers names such as Duncan Martindale, Rick Houghton, Chris Ashton, Neil Titchard, Jim Green, Nick Sharp and a young Neil Fairbrother, only a few years before he headed off for big things with Lancashire and England.
In 1982, the 1st XI went one better, this time winning the league and cup double with the HC Cup Final being one of a number of appearances the club mate at Old Trafford in the 80's. The double was repeated in 1987 with another appearance at Old Trafford, this time with the team including another future Lancashire star and future Grappers captain in Steve Titchard. In the same season, the 2nd XI also tasted success by winning the Worthington Cup. There were a number of other cup successes for the club during this period for the different senior and junior teams, with many a memorable game taking place and the tales still being regaled today.

The River of Life project was developed in the aftermath of the 1993 IRA bomb in Warrington, which killed two boys - Tim Parry and Jonathan Ball - and injured dozens of people in Warrington City Centre.
The desire was to bring hope, freshness and new life to Bridge Street and the community. A streetscape concept emerged, incorporating every aspect of the urban landscape and its elements including paving, seating units and lighting columns.
Central to the design is a tear shaped water feature. Water emerges from a broken glacial boulder, flows along a bronze channel, whose sides tell the story of creation, in low relief detail, and cascades onto a bronze dome, which bears the imprints of the hands of local school children. The dome is circled by a disk of etched copper that pictures the faces of several children, including Tim and Jonathan.
Inspiration for the River of Life came from the powerful description of waters and the leaves of the trees - for the healing of the nations - described in the biblical book of Revelation. Symbols of brokeness, healing, new life and the passage of time can be seen and discovered throughout this unique artwork.
A symbolic water source is re-created over the full length of the pedestrianised section of Bridge Street. Using natural stone and granite sets, the floor design detail accurately mirrors the meandering course of the River Mersey as it passes through the borough of Warrington. Three Sods Brewery has been brewing in the heart of East London since 2011. The three original sods Dave, Adam and Jordan came together through a mutual love of beer.
The name comes from prohibition-era Ireland when bootleggers of illegal Poitín would leave a sod of peat, painted white, outside their door so people knew where to find their booze.
The Sods family has grown considerably in recent years and has refused to sacrifice on quality. Our Head Brewer, Rich, and our Sales Director, Wilson, share the same passion we had when we set up Three Sods 9 years ago. For the first thirty years of CAMRA's story, most of the better flavoured beer in the UK were the type of real ale' that is served from a type of barrel called a cask. While stored in a pub's cellar, the beer inside these casks develops its character, or condition, for up to a week, thanks to the presence of live yeast in the beer. It is then served without the injection of carbon dioxide gas.
This additional maturation should add elegance to the beer's character, while the absence of gas injection makes its carbonation gentler.
Major efforts by CAMRA, including publicising the best outlets for such cask-conditioned beers and running hundreds of beer festivals each year that served them, promoted them ahead of the industrial brands that had come to dominate the UK beer trade in the late 20th century.
The term real ale became associated with beer served from a pub's cellar via tall, hand-pulled pumps mounted on the bar, with the make of beer named on a clip attached around the narrowest part of the handle. A few would be served directly from the cask, through a simple tap.
Like any artisan product, a cask-conditioned beer requires special handling and storage to be consumed at its best. The cellar temperature needs to be fairly consistent and neither too hot or too cold
the cask should lie undisturbed and its keeping time respected
and the pipes through which it flows to the bar must be kept thoroughly clean. A cask-conditioned beer served in a British pub remains an essential part of British culture

These large stone and steel constructions were designed to protect neighbourhoods from sporadic attacks and retain a sense of peace and protection.
Of the city's 17 walls, West Belfast's sections are the most visited. Once in the area it's easy to determine which side of the divide you're on: red, white and blue kerbstones, Loyalist murals and Union Jacks indicate you're on the Shankill. If the kerbs are green, white and gold, the flag is Irish and the murals are Republican, you're on the Falls.
You can cross from one side to the other via access roads at Lanark Way and Northumberland Street. These roads close in times of heightened tension, which may well be the case during the marching season (see The Twelfth).

Scottish and Northern Irish banknotes are unusual, firstly because they are issued by retail banks, not central banks, and secondly, as they are not legal tender anywhere in the UK not even in Scotland or Northern Ireland they are in fact promissory notes.
Seven retail banks have the authority of HM Treasury to issue sterling banknotes as currency. Despite this, the notes can be refused at the discretion of recipients in England and Wales, and are often not accepted by banks and exchange bureaus outside of the United Kingdom. This is particularly true in the case of the Royal Bank of Scotland £1 note, which is the only £1 note to remain in circulation within the UK.
In 2000, the European Central Bank indicated that, should the United Kingdom join the euro, Scottish banks (and, by extension, Northern Ireland banks) would have to cease banknote issue. During the Financial crisis of 20072008, the future of private banknotes in the United Kingdom was uncertain. The OKH, like its more famous neighbour The George Inn, can be found down one of those ancient alleyways that branch like pili from Borough High Street look for the hanging sign over the pathway. Inside, the main room looks like it's stuck in some former decade, with glossy paint finishes, peeling picture frames and a good old fashioned bar. You practically have to walk through the bar to get at the stairs, which lead up to a quirky function room with a penchant for Titanic memorabilia. Several groups use the room for monthly meetups, including the rather wonderful South East London Folklore Society. The beer choice is limited, but always well kept.

Holding hands is something we enjoy doing with our children and lovers. In some cultures, Arab countries, Africa and some parts of Asia it is done also by men and/or boys for friendship and/or a sign of respect.
The custom of men holding hands can cause discomfort in societies unused to it, as it did with Americans, when, in 2005, then Crown prince Abdullah of Saudi Arabia held hands in public with then American president George W Bush.
Archaeological ruins and ancient texts show that handshaking was practiced in ancient Greece as far back as the 5th century BC
a depiction of two soldiers shaking hands can be found on part of a 5th century BC funerary stele on display in the Pergamon Museum, Berlin.
Other funerary steles like the one of the 4th century BC which depicts Thraseas and his wife Euandria handshaking (see images on the right). Some researchers have suggested the handshake may have been introduced in the Western World by Sir Walter Raleigh in service with the British Court during the late 16th century.
The handshake is thought by some to have originated as a gesture of peace by demonstrating that the hand holds no weapon.

'Art for Art's Sake' is a single from the 'How dare You!' album, by the British Pop/Rock band 10cc. It was released in 1975. The band were Graham Gouldman, Eric Stewart, Kevin Godley and Lol Creme. They were all played multiple instruments and most of the band's albums were recorded at their own Strawberry Studios (North) in Stockport, England. I used to work about 2 minutes walk away from it. Eric Stewart engineered most releases.
Most of the band were from Manchester and grew up together as kids. They were originally rejected by The Beatles Apple label. Jonathan King signed the band to his UK Records label in July 1972 and dubbed them 10cc. By his own account, King chose the name after having a dream in which he was standing in front of the Hammersmith Odeon in London where the boarding read '10cc The Best Band in the World'.
A widely repeated claim, disputed by King and Godley, but confirmed in a 1988 interview by Creme, and also on the webpage of Gouldman's current lineup, is that the band name represented a volume of semen that was more than the average amount ejaculated by men, thus emphasising their potency or prowess.
The band had a canon of hits in teh mid 1970's. In February 1975 the band announced they had signed with Mercury Records for US$1 million. The catalyst for the deal was one song \u2013 'I'm Not in Love'.
A compilation album 'Changing Faces - The Very Best of 10cc and Godley &
Creme' is a good intro to the band.

The Lowry is a combined theatre and gallery complex situated in Salford Quays, in Salford, England. It is named after the early 20th century painter, L. S. Lowry, known for this paintings of industrial scenes in North West England.
Designed by Michael Wilford and Buro Happold, (Wayfinding System and 'Artworks at the Lowry Gallery' by Reich + Petch) the building was completed in 1999 costing \u00a3120 million.
Funding was helped by \u00a321m of National Lottery grant. The aerofoil canopy at the entrance is clad with perforated steel and illuminated from the inside at night. It was officially opened on 12 October 2000 by Queen Elizabeth II.
When I was a lad the dock complex at the Pomona Salford Docks was very run down and a good place to be picked off by a .22 air rifle pellet. Today the showcase Lowry has been joined by The Imperial War Museum North a shopping complex and MediaCityUK. This is a 200 acre complex, whose The main tenant upon initial completion will be the BBC at its new 12,500m\u00b2 BBC Centre.
When completed, the development will have an unusual feature in that the streets will not bear any names, but will instead be identified by colours alone. The address of the BBC will, for example, be 'Blue'. The BBC have a long history in the city, BBC's very first regional TV studio was also in Manchester \u2013 Studio A at Dickenson Road \u2013 which it had bought from Mancunian Films in 1954. A place where Top of The Pops was originally filmed.
BBC North West will relocate to the site from its current premises in Oxford Road, Manchester.

Ace of Spades' is perhaps the best known song by the English band Mot\u00f6rhead. The 7' vinyl single was released in October 1980 as a preview to the album Ace of Spades and autumn tour. Bronze Records also released a 12' vinyl pressing in special Christmas picture sleeves, limited to 50,000 copies. The picture of the band in Santa outfits used on the cover was taken at the Aylesbury Fair, while the band were on tour.
Its a staple of their live shows and I have probably seen it played as encore three or four times. For the lyrics, Lemmy said he 'used gambling metaphors, mostly cards and dice - when it comes to that sort of thing, I'm more into the one-arm bandits actually, but you can't really sing about spinning fruit, and the wheels coming down'
In March 2005, Q magazine placed it at no 27 in its list of the 100 Greatest Guitar Tracks, stating 'This song has an intro which wouldn't be out of place ushering in the end of the world'. In 2009 it was named both the 10th greatest hard rock and metal song of all time by VH1.
Up to this point the band consisted of the original trio of Lemmy on bass &
lead vocals, 'Fast' Eddie Clarke on lead guitar and Phil 'Philthy Animal' Taylor on drums.

In April 2003, Saddam's whereabouts remained in question during the weeks following the fall of Baghdad and the conclusion of the major fighting of the 2003 Iraq war. Various sightings of Saddam were reported in the weeks following the war but none was authenticated. At various times Saddam released audio tapes promoting popular resistance to the U.S.-led occupation.
Saddam was placed at the top of the U.S. list of 'most-wanted Iraqis'. By July 2003, his sons Uday and Qusay and 14-year-old grandson Mustapha were killed in a three-hour gunfight with U.S. forces.
On the 14th December 2003, U.S. administrator in Iraq L. Paul Bremer announced that Saddam Hussein had been captured at a farmhouse in ad-Dawr near Tikrit. Bremer presented video footage of Saddam in custody. The enduring image of the capture however, was a tabloid photo of the ex-leader in his underpants. The release of the pictures is certainly a violation of the Geneva Convention.
'Pants' is a suitable metaphor for the shaky evidence that originally was used to justify the conflict, which has had devastating effects on the Iraqi people, hundreds of servicemans families and handed Al-Qaeda the perfect environment to recruit for more global jihad. Well done politicians.

Description: Tony Smith image Alamy CF23TD - Quarry Bank Mill in Cheshire, England, is one of the best preserved textile mills of the Industrial Revolution and is now a museum of the cotton industry. It is a Grade II listed building and is now in the care of the National Trust.
The mill was founded by Samuel Greg (who is represented here), in 1784 in the village of Styal on the River Bollin. Its original iron water wheel was designed by Thomas Hewes and built between 1816 and 1820.
The Hewes wheel finally broke in 1904. After that the River Bollin continued to power the mill, through two water turbines. Today the Mill is home to the most powerful working waterwheel in Europe, an iron water wheel which was originally at Glasshouses Mill at Patley Bridge. This wheel was designed by Sir William Fairbairn, the Scottish engineer who had been an apprentice of Thomas Hewes.
The estate surrounding the mill, also developed by Greg, is the most complete and least altered factory colony of the Industrial Revolution. The estate and mill were donated to the National Trust in 1939 by Alexander Carlton Greg and are open to the public. The mill continued in commercial production until 1959.
The Greg family were Unitarians and built Norcliffe Chapel in Styal village. Their non-conformist religious beliefs provided the Gregs with important business contacts as many of the major Manchester Industrialists were Unitarian. Methodist workers at the mill later sought a place of worship, and the Gregs converted a grain store in Styal village into a Chapel for their use.
In Britain, a cotton mill is a factory that houses spinning and weaving machinery. Typically built between 1775 and 1930, mills spun cotton which was an important product during the Industrial Revolution.
Cotton mills, and the mechanisation of the spinning process, were instrumental in the growth of the machine tool industry, enabling the construction of larger cotton mills. The requirement for water helped stimulate the construction of the canal system too.

Most smokers are of course banished to the cold street, or outside of pubs these days in Britain. In fact the constituant countries of the UK almost shamefully fell over themselves to be the first to ban smokers in pubs and public places like theatres and bingo halls etc.
This has led to the sad decline and closure of well over one pub a week across the UK. I believe bad pubs should go to the wall much like bad plumbers. Although many good, well run and historically significant hostelries are unfortunately closing too. This worrying side effect has made the supermarkets richer. Joy Division were a Manchester post-punk band formed in 1976 in Salford, England. Originally named Warsaw. It consisted of Ian Curtis (vox), Barney or Bernard Sumner (Guitar/Keyboards/Occasional Bass), Peter Hook (Bass/Backing Vocals/Occasional guitar) and Steve Morris (Percussion).
I came across them first supporting JCC (John Cooper Clark) at the Manchester Free Trade Hall Monday 25th June 1979. That day is etched on my mind as it was a mind-blowing event for me, seeing Ian Curtis and the powerful presence he had on that stage. I dont think a band has had that effect on me since and I have seen probably thousands of live gigs.
I bought Joy Division's debut album, 'Unknown Pleasures' the day it was released, in its special textured cover, then promptly played it to death. The original LP release contained no track information on the labels, nor the traditional 'side one' and 'side two' designations. The ostensible 'side one' was labeled Outside and displayed a reproduction of the image on the album cover, while the other side was labeled Inside and displayed the same image with the colours reversed (black-on-white). Track information and album credits appeared on the inner sleeve only.
This single 'Love will tear us apart' appeared after teh release of the second album Closer. It debuted when the band supported Buzzcocks on their UK tour in September and October 1979. It is one of the few songs in which singer Ian Curtis played guitar (albeit somewhat minimally). The lyrics ostensibly reflect the problems in Ian Curtis's marriage to Deborah Curtis, as well as his general frame of mind in the time leading up to his suicide in May 1980. Deborah Curtis had the phrase 'Love Will Tear Us Apart' inscribed on Ian Curtis's memorial stone.
It appears on the Substance compilation album. It was first recorded for a John Peel session in November 1979, then re-recorded in January 1980 and March 1980. It is the latter version that appears on Substance. The January 1980 version originally appeared as the single's B-side.
In 1995, to publicise the release of Permanent, the track was reissued, complete with a new remix done by Arthur Baker and a new radio edit, also known as the Permanent Mix. On September 24, 2007 (2007-09-24), the single was again reissued, in its original configuration. This time, it was to publicise the Collector's Edition re-issues of the band's three albums. Although the single was now issued on the Warner label, it retained all the classic Factory packaging, down to the FAC 23 catalogue number.
It has been covered by the world and his wife, including U2, Arcade Fire, The Cure and others. On the video for the song, at the very beginning, the door that swings open and shut has the initials of the band members carved into it. The video was shot by the band themselves as they recorded the song.
It includes production errors with colour being 'browned out' at some points. Due to another production error the vocals as sung by Curtis during the video didn't come out as intended. The song as originally recorded in the video sounds much more like that in their Peel Session. Curtis re-recorded the vocals separately with the hint of melancholy that helps make it distinctive. The oddly-shaped guitar played by Ian Curtis is a Vox Phantom (Often wrongly believed to be the Vox Mark III).

Description: Tony Smith image Alamy D8HCH4 - Barter Books is a second-hand bookshop located in the historic English market town of Alnwick, Northumberland owned and run by Stuart and Mary Manley. It has over 200,000 visitors a year, 40% of whom are from outside the area, and is one of the largest second-hand bookstores in Europe.[1] It is considered a local tourist attraction and has been described as the British Library of second-hand bookshops.
The bookshop is located within the Victorian Alnwick railway station, designed by William Bell and opened in 1887. It was in use until the closure of the Alnwick branch line in 1968. Barter Books was opened in 1991.
The shop is notable for its use of a barter system, whereby customers can exchange their books for credit against future purchases. Standard cash purchases are also available.
Barter Books has also been subject to crime on occasions. On the 3rd May 2007, a local newspaper, the Northumberland Gazette, reported that a book worth over £2,000 was returned to the book shop 5 years after it was stolen. It has also been subject to a scam which allowed thieves to take £200 in cash. However, the crime was dealt with in court.
