Police reform in Northern Ireland will not be altered if unionists boycott the board overseeing the changes, the British Government insisted today.
A Northern Ireland Office spokesman rejected claims from the anti-Good Friday Agreement Democratic Unionists that unionists could secure a better policing plan if they united and opposed the current proposals.
As the Rev Ian Paisley's party met at Stormont to consider its response to the Government's plan, the NIO said the package was ''non-negotiable''.
''The Government's position was spelt out very clearly by the Secretary of State on Tuesday,'' a spokesman said.
''The implementation plan is non-negotiable. No rethink will take place. This is the plan.''
The NIO spokesman was responding to DUP deputy leader Peter Robinson's claim that if David Trimble's Ulster Unionists agreed to join them in withholding support for the plan, the reforms could not go ahead.
Signalling his party would not take its seats on the Policing Board if the UUP did not nominate representatives, he claimed: At the meeting we held recently with John Reid, he indicated the Government could not proceed with the plan if he could not get, on the one hand the support of either the SDLP, Sinn Fein or both, and on the other, the UUP, DUP or both.
That was the criteria operated the last time around. The Government's plans were stopped because neither the SDLP nor Sinn Fein would support it and as a result the reforms were made much more acceptable to nationalists in the SDLP.
The logical argument, therefore, is if unionists do not support this implementation plan, then it cannot succeed. The Government will have to amend it to make it more acceptable to unionists and go back to negotiations.

Senior officers rebuff claims police focusing on woke' causes and highlight disconnected approach over the last 12 years'
Cuts under Conservative-led governments have had a negative effect upon policing, the organisation representing senior officers has said, in a rebuff to claims that forces are focusing on woke causes.
The National Police Chiefs Council said in a statement that crime detection and charge rates had dropped following austerity measures and a fall in police numbers since 2010.
It comes after a report by the right-leaning thinktank Policy Exchange, which said on Tuesday that public confidence could be damaged if police showed solidarity against discrimination or expressed political views.
A National Police Chiefs Council spokesperson said: Detection and charge rates for a range of crimes have fallen over the past five years.
This has been impacted by austerity and the loss of thousands of police officers and staff, increasing complexity of policing and crime, growing demand related to mental ill health and impact of backlogs in the court system.
The NPCC's statement followed Monday's release of the Policy Exchange paper entitled Crime & Policing: What Do We want from the Next Prime Minister?
Written by the former Met detective chief inspector David Spencer, the 31-page report questioned whether officers should take part in acts that may be seen as political, such as taking the knee during protests.

The London Underground was the first underground railway in the world, and is still one of the most extensive. Its construction began in 1860 with the 3.7-mile (6.0 km) Metropolitan Railway from Farringdon to Paddington. It was opened in 1863, having caused much disruption by the use of cut and cover techniques, which involved digging large trenches along the course of existing roads, and then constructing a roof over the excavation to reinstate the road surface.
Tube railways, which caused less disruption because they were constructed by boring a tunnel, arrived in 1890, with the opening of the City and South London Railway, a 3.5-mile (5.6 km) line from Stockwell to King William Street. It was planned as a cable-hauled railway, but the advent of electric traction resulted in a simpler solution, and the change was made before the cable system was built. It thus became the world's first electric tube railway. Although the whole system comprises 249 miles (401 km) of track, only about 45 percent is actually below ground.

Numerous tunnels underneath the River Thames have been created, ranging from foot-tunnels to road tunnels and the tunnels of the Underground. The first of these, the Thames Tunnel, designed by Marc Brunel, was the first tunnel known to have been successfully constructed under a navigable river. It ran for 1,200 yards (1,100 m) from Rotherhithe to Wapping, and was opened in 1843. It was used as a pedestrian subway, as the finance was not available to allow the company to build the intended access ramps for horse-drawn traffic, and was later used by the East London branch of the Metropolitan Railway from Shoreditch to New Cross.

In this day and age in western countries we should be able to eat ourselves out of a trip to the dentist
Foods that help muscles and bones also help teeth and gums. Breads and cereals are rich in vitamin B while fruits (an apple a day... ) and vegetables contain vitamin C, both of which contribute to healthy gum tissue. Lean meat, fish, and poultry provide magnesium and zinc for teeth. Some people recommend that teeth be brushed after every meal and at bedtime, and flossed at least once per day, preferably at night before sleep. For some people, flossing might be recommended after every meal.
Some foods may protect against cavities. Fluoride is a primary protector against dental cavities. Fluoride makes the surface of teeth more resistant to acids during the process of remineralisation. Drinking fluoridated water is recommended by some dental professionals while others say that using toothpaste alone is enough.
Milk and cheese are also rich in calcium and phosphate, and may also encourage remineralisation. All foods increase saliva production, and since saliva contains buffer chemicals this helps to stabilize the pH to near 7 (neutral) in the mouth. Foods high in fiber may also help to increase the flow of saliva. Sugar-free chewing gum stimulates saliva production, and helps to clean the surface of the teeth.
